Sub: Quack Doctors operating in Goa

 

Other day on 6th March there was an advertisement in  the Navhind Times, about the chelation drug therapy, for which one Dr. M.G.Desai, MBBS, MD; claims that he can cure  or rather dissolve the blocks in the coronorary arteries due to Heart diseases and he is confident that with his line of treatment, the patients does not have to go for By-pass surgery, Angioplasty and also there is no necessity for life long medicines.

Dr.M.G.Desai was available on 7th March and 9th March at Navjeevan Global Heart centre, C% Dr.Pinto Clinic, St.Cruz to get the patients treated with this therapy called “Chelation Therapy”.

Now, my question to the  Government of Goa/ Health Services/Medical College how they can entertain such quacks and that too without the approval from the competent authority and the most funny part is  that the Goan  Doctors are silent over it. The patients are at the mercy of such drugs if this can be an alternative of By-pass and Angioplasty!

The Honourable Health Minister Vishwajeet Rane could have called for explanation from the medical fraternity and stop such malpractices in Goa.

Always Goans are taken for granted by these outsiders operating in Goa, and this is going to be like another casino issue very soon if the Government of Goa, fails to take measures to stop it.

There was earlier a very strong notice that no quacks of any kind should be allowed to operate in Goa and they should be banned immediately, and action should be initiated under the Law, for operating without the approval from the Goa Medical Board.

WILL ORDINANCE STAND SCRUTINY IN THE COURT?

Today’s Heraldo (4.3.09),  were full of letters on subject ordinances which was promulgated by the Government of Goa, and  amended the 14th year old land acquisition act which generated a controversy for reasons that do not seems to be justified , at least from the legal point of view and some feel is within the ambit of the Constitution.

This ordinance was done by the Digamber Government with a view to block the implementation of the Supreme Court order to demolish an unauthorized construction of the five Star Hotel Cidade de Goa with the Governor of Goa, Dr.Shivinder Singh giving his ascent.

However the State Government has rushed to hurriedly pass an ordinance to prevent the demolition. This is clear enough indication of this government’s real priorities. The greater tragedy is, except the Minister of Tourism,Micky Pacheco, not a single Minister or MLA, has protested against the government’s decision , therefore the minds of people of Goa are finding insecure that the Government may  try to bring such ordinances in  future , just to protect the interests of rich mining magnate and hoteliers..

 It does not speak well of a government that says it represents the aam admi. In the letters to the Editor column, we have today many authors who have well expressed and targeted directly their guns to the Chief Minister of Goa Mr. Digamber Kamat which they found not satisfied with the decisions taken by his Government who made a complete mockery on promulgating the ordinance.

We have Dr. Francisco Colaco, Cardiologist who felt that the owners of the Cidade de Goa, Anju and Audhut Timblo were nicest people, very friendly, always gentle and ready to reach out to the needy, but now he found their colours have changed like chameleon, by putting up a huge commercial illegality at their five star resorts, Cidade de Goa.

Other author Dr.J.M. de Almeida, an IAS officer, says that for years the Cidade de Goa management blocked the customary road, thereby denying access to the public beach in front of the hotel premises, which proved that the Government is weak which gave in and issued an ordinance to regularize an illegal act of the hotel. Next another author like Dr. Oscar Rebello, renowned medical practitioner and social activist also felt after shattering news of a ordinance proclaimed by the jellyfish government which overturned a judgment of the highest court of the land ordering demolition of the illegal extension, thus disobeying a Supreme Court verdict, just cannot be the solution, much as this cowboy Government may want us to think so. He ridiculed the decision taken by the Government  to get rid of Gaddos of ordinary folk or the woman of the flesh were mercilessly evicted from Baina for being non-Goans eyesores or when houses standing for centuries were demolished for flouting CRZ? And now this mighty rich people were given “salvacao” by promulgating an ordinance!

Then comes another Doctor Ferdinando dos Reis Falcao, who says that if one breaks the law that is in force, be it civil or criminal, willingly or in ignorance, an offence is committed. Then Mr. Arwin Mesquita feels that the amendment of this nature opens the doors to legalize all other commercial illegalities in Goa on people land which will bend on destroying Goa for personal gains.

And finally our friend, who compares the HCN Channel Adv. Juino de Sousa, says whether this ordinance will stand scrutiny of Court? Is it possible for the state legislature to set at naught the legal effect of a judgment of the Supreme Court or High Court? He feels that it is going to be easy for someone to file a PIL to contest the ordinance on the ground that it seeks only to nullify the Supreme Court verdict. At the same time he felt what was the hurry for the Government to bring this bill before the full house? This clearly shows that the intentions were just to help these great mighty and powerful giants.

Surely by issuing an ordinance, the government has sought to undermine the rule of law and has sent wrong signals which would erode public faith in the judicial system, and also hit hard at the concept of sanctity that is attached to a court order.

Are the children of lesser God than the owner of the Cidade de Goa?

The Supreme Court’s integrity and the image of the Indian Judicial system have been completely tarnished.

Now, it is left to be seen whether our Opposition Leader, Mr. Manohar Parrikar, will make an issue in the ensuing parliamentary elections, so that people may express their feelings during the battle of the ballot, provided he does not support this ordinance.

The Goa Government owes an answer to the Goan electorate.

Other wise what in the Portuguese proverb says will be “NOVES FORA ZERO” meaning, whatever you do the net effect is ZERO.

GMC KHAREDI YATRA”



 I am attaching some photographs which were taken by me on my Digital camera on 17th and 18th Feb 2009 at 9AM, just outside the “Upper Operation Theatre” of Goa Medical College and Hospital.

What you see is that the Contractor had engaged some labourers for painting and scrapping the ceiling of the corridor just at the entrance of the Operation theatre and the ladders are held at both ends with the platform attached.  The entrance was completely blocked when the operation was going on.  About 4 to 5 patients were taken inside at 9AM for various kinds of operations, including neurosurgery cases. This Operation Theatre has 6 Operation tables and all these tables were busy for operation of different kind including the neurosurgery cases.

It was a disgraceful situation to see that patients after been operated, and that too with anesthesia, had to wait for a long time on a stretcher or on a wheelchair until the painting staff made way for them to come out from the door. This happened time and again. When some of us requested the Contractor to stop the work and suggested that this could be continued after the office hours or at night, the contractor refused to do so. Even the security staff at the entrance was helpless.




The person in the picture above, carrying the patient on the stretcher, is a relative of the patient who was operated for EYE problems. While he was carrying this patient after the operation, I could see lots of dust falling on top of this patient due to scrapping of ceiling outside the theatre by the contractor's workers. You can also see there was no class IV staff to carry this stretcher.

This area is supposed to be clean, no pollution and the operation theatre is supposed to be sterile and we were even asked to remove our slippers /shoes inside the room, but this dust coming from the corridor apparently has no meaning!   These operated patients are vulnerable to infection. 

What is more surprising that our Health Minister is giving the impression that the GMC is one of the top Hospitals in the country.  He has only concentrated on sophisticated equipment which is of his interest and forgotten  other important issues such as cleanliness, the mosquitoes menace and most importantly the different kinds of hardship the patients have to undergo here at theGMC.

I decided to bring this information to the notice of the Medical Superintendent of GMC but to my surprised his chamber also was in a dilapidated condition (perhaps it was under renovation) and he was not found in his seat. I found out that he was on long leave and likely to join on 26th Feb.

 Then I decided to see the Dean.  Unfortunately he was attending a meeting in the Psychiatric Hospital. His staff, PA and one clerk could not help me but they gave me the Mobile No.  of Medical Superintendent. When I called him up, he said, he will see.

Since I was in the Dean’s Office some other staff contacted me to take up some other matters. According to them lots of appointments are given to the people of Valpoi and Sanquelim, and the Health Minister is the one who pressurizes the GMC authorities to select them.

They told me recently the applicants for the Sweeper post were interviewed and appointment orders were sent to most of the people from Valpoi and Sanquelim constituency which is the Health Minister's Constituency.   Some other people  were selected from his constituency for posts such as Store Keeper - 2 posts, LDC’s, PRO’s Class IV and  Social workers. I immediately contacted  the in-charge of administration, Mr. Phadte, and he said that the details of the selected applicants are correct, but he could not reveal internal matters because it is confidential, and that I should apply under the RTI Act for such information.

So as per this information the people of nearby areas such as Bambolim, St.Cruz, Merces, Ribandar,Panjim, Caranzalem, and D.Paula cannot get these jobs in this Hospital and the local MLA’s are helpless.

One person, who asked that his identity should not be revealed, joked that it would be better if the Health Minister plans another Hospital in his constituency for his people, as then people from surrounding areas may get some jobs in this Hospital in the near future, otherwise their chances are dim.

Birthday celebrations advertisements on newspapers.

All these years we used to see advertisements of politicians in most of the reputed newspapers in Goa. Now from last year the same trend is been imitated by our catholic priests and that too in full page size print.

The question is why such advertisements are published for the purpose of informing the public of their achievement or whatever they have done for the public during their career of ministership or priesthood.

So much advertisement expenditure is incurred and the newspapers are therefore making huge amounts from such advertisements. It would have been wise if the people who put the advertisements had donated the same amount to some organizations who are really in need, for eg. the poor people such as Asilos, old age homes, Peace heaven, handicaps etc.

Hopefully in future they will refrain of publishing such advertisements.

This sort of thing is only seen in Goa and other parts of India and nowhere in foreign countries. These foreigners find it very funny to read such ads.

Yesterday Fr. Conceicao de Silva's birthday greetings were published in Herald and Navhind Times, and especially in Herald his ad came in 2 full page and also other small ads in other pages, that means almost half of the newspapers is full of his birthday greetings. Even last year these ads were there and this year they have increased.

Dona Paula Jetty Chaos



This is in regards to the letter published on NT (dt.7.2.09), by Mr. Lambert Mascarenhas resident of La Marvel colony with the title of “Alternate Parking at D.Paula”.

I fully agree with him and really it has become a heavy congestion with the tourists visiting this Jetty in great numbers which they come in their huge Tourist Buses, 4-wheelers etc, from other States. This has become really a nuisance for all the residents of the locality, La Marvel Colony, public frequenting the State Bank of D.Paula Branch and moreover for the Raj Bhavan staff  and  NIO Staff vehicles coming out from their main and side gate.

The Police Outpost located at NIO Circle,  does not have any control over these vehicles and also over our own D.Paula-Panjim  regular buses which are always parked just on the roads to collect the passengers in front of the Police Outpost.  Many times accidents have taken place.

It is surprising that the Tourism, Traffic Police and the RTO Dept have not made any arrangements for regulating this traffic. This has become now a chronic case and total chaos.

It is high time for the authorities to find a solution and therefore we suggest that the parking area near the Water Sports complex may be an alternative for these vehicles to park, until a Bus Stand is planned for construction.

Mr. Lambert Mascarenhas failed to mention in his letter about the tourist-flow towards the Jetty which makes the matter still worse.  All the tourist vehicles are allowed by the Police to enter this road which leads to Jetty upto the Hotel Prainha and therefore there is a constant blockage of the road.  The lone policeman who is standing near the Hotel Prainha puts a barricade on the road to stop the vehicles going towards the Jetty and thus making the congestion still worse and he is not able to control this traffic thus making a total mess and nuisance for those who are residing nearby and the public frequenting the State Bank of D.Paula Branch.

In this connection, I would request the CCP and the Tourism Dept and the Traffic Cell to organize and finds some solution to it, so that the tourists visiting the Jetty which is recently beautified, gets pleasure of enjoying the beauty of D.Paula- Marmagoa View. Also it is requested that these temporary stalls which are seen at the Jetty and also one permanent structure which has surfaced there be given a suitable place so that they continue their business elsewhere and thus safeguard the beauty of the D.Paula Jetty.

Hope the concerned authorities make note of this.
