Misuse of Govt Machinery
I AM surprised as to how Mr Eduardo Faleiro as well as Mr Ramakant Khalap, both high-profile individuals, and using governmental facilities as Commissioner of NRI and the Law Commissioner respectively, misused their position and power to present the Congress party 'manifesto' to the public.

It would have been prudent for them to have kept themselves subdued as they were using the government cars, office staff and their establishment to promote the Congress manifesto. Both Mr Khalap and Mr Faleiro must be immediately removed from their posts or else they must resign owing moral responsibility.

To, The Editor/s Navhind Times, Gomantak Times,Goa Observer and Times of India. Request to kindly publish soon my views on this affidavit business which has been reported in certain papers. Everyone knows and enough proofs are available that some of the politicians,ministers and mlas of goa have mining connection and minted enough money for at least three generations over these years and the CEO do not need the proof for any affidavit to be provided by them.Even if they do not provide who will prosecute or debar them from contesting the election? It is merely an eye wash to fool the electorate and a fantasy which people have to gulp them. Can the CEO take immediate action if proofs are available or been provided? No need at least in such cases. May be for others who are not in the picture of mining can be considered for the affidavit.

I am sure that all these guilty ones will sign affidavit and nothing will happen to them. Let us wait and see. Stephen Dias, D.paula

THE issue of the two Army chiefs, in India and Pakistan, still
dominate the discussions. The chief of Army staff, General V K Singh
has done the most unprecedented thing by going to the Supreme Court on
his birth year which he claims is 1951 while the government says
repeatedly that it is 1950, meaning thereby he retires this May.

I wish the matter had been handled with care and caution. Preferably
some amicable settlement should have been found and things allowed not
come to such a pass. The Defence Minister, Mr A K Antony is known to
be balanced and experienced. Why did he let the issue reach the point
of no return?
Yet that does not justify a bit General Singh's knock at the Supreme
Court's door. This is the worst choice he has opted for to encourage
such talk that the civil has humiliated the armed forces. What BJP
leader Mr Jaswant Singh, a Parliament member, has said tantamount to
Bonapartism. He says the sword of the armed forces has been blunted.
Thank god, he is not in the government. Otherwise, the retired Army
officer that he is, he would have done unimaginable harm to democracy.
It is a pity that even the 15 years he has spent in Parliament has not
yet worn out the dictatorial tendencies in him. In democracy,
people's sovereignty, the civil side, is supreme and not that military
or any other institution.
Service Comes Before Self
Woefully, the views aired by the sacked naval chief Vishnu Bhagwat are
no different. Understandably, he is bitter because he was a victim of
communalism -- the BJP was in power. But at least he maintained the
balance of not going to the Supreme Court. He did not convert the
issue into civil versus military which General Singh has tried to do
and which Mr Jaswant Singh had the temerity to support. I was shocked
to hear General Katoch saying that political leaders are on twitter. I
do not know how he came to occupy a top position with such views?
When I rang up former Air Chief Idris Latif at Hyderabad, he was
horrified over General Singh's appeal to the Supreme Court. He is
probably of the old school that service comes before self and that the
military does not challenge the order of a government, whatever one's
feelings.
After General Singh had accepted the year 1950 for promotions,
particularly at the time of his elevation as Army chief, he should not
have gone back on his commitments. This is what he and his supporters
should ponder over. Their behaviour smacks of dangerous ambitions and
when some former top brass interpret the age issue as the
confrontation between civil and military, they mock at India's
democratic state.
People are proud of the armed forces but they do not want them to be
anything except apolitical. Once the government, elected by the
people, decides anything there is no question of disobeying it.
General Singh should have resigned and then gone to the court if he
was so incensed.
I wish the BJP had rapped General Singh on the knuckles. Or, does Mr
Jaswant Singh represent their viewpoint? No doubt, the government has
handled the case insensitively. But the question has become bigger.
The chief of the Army staff has challenged the Union of India. There
is no dillydallying when the question of the country comes. General
Singh has wrongly been advised and he has compromised the position he
holds.
The government has filed a caveat in the Supreme Court so that the
case is not decided without hearing the other side. It is a case of
indiscipline and should have been dealt that way, not through the
court. I am shocked to hear that some compromise has been tried
through back channels. This should have been done before the Army
chief went to the court. Now it looks like a compromise at the expense
of people's sovereignty which the government represents.
Kayani Case
General Ashfaq Parvez Kayani case has been taken over by some other
developments in Pakistan. The Prime Minister, Mr Yousuf Reza Gilani
put the Army chief on the spot by criticising him that he should have
sent his reply to the Supreme Court inquiry into the memo for the US
help through a businessman, Mr Mansoor Izaz, not directly. Not only
that Mr Gilani dismissed his defence secretary who had said that "the
country is" under the control of the military and went on to say that
he would not tolerate "state within state".
While the Army posted at Islamabad the infamous brigade which has
helped stage coups in the past, Mr Gilani has convened the meeting of
Parliament to declare the confrontation was between democracy and
dictatorship. He wanted a vote of confidence in him but the consensus
was on the support of democracy.
I know Mr Gilani went out of the way to defend in Parliament Geenral
Kayani and the ISI chief, Lt Gen Shuja Pasha when America killed Osama
bin Laden at Abbotabad without letting Islamabad know. But everyone
learns from mistakes and Mr Gilani is no exception. In fact, he has
brought the nation together behind the demand of democracy after
realising that whatever the outcome of the crisis, Pakistan's problems
essentially flow from the control of the Army over administrative
matters.
Contempt Notice to Giliani
Another development in Pakistan is that the Supreme Court has issued a
contempt notice to Mr Giliani. He has been taken to task for not
obeying the court's order for reopening the cases of corruption
against the President, Mr Asif Ali Zardari and the late Benazir
Bhutto. The government's defence has been that both of them and some
others were exonerated by former president, General Pervez Musharraf
through the National Reconciliation Ordinance he issued.
While writing this column, the fate of Mr Gilani was not known. But
whatever the outcome he is the first Prime Minister who has withstood
the pressure of the Army. People may blame him why he did not stand up
in the four years of his regime? Probably, the Army did not throw its
weight about as it did during the regimes of General Ayub Khan and
Zia-ul Haq. Probably, Mr Gilani was waiting for an opportunity and hit
back when it arose.
True, all eyes are on the Supreme Court -- the Supreme Court which
gave legal sanctity to the first coup by General Ayub inventing "a
doctrine of necessity". The Chief Justice of Pakistan, Mr Justice
Iftikhar Choudhary has given independence to the institution,
something which Pakistan needs.
Indeed, Pakistan has changed. But India is yet to understand how.
People and political parties are unanimous in opposing to the return
of the military. Democracy has come to stay, however belatedly. This
prepares the ground for both countries to be friendly neighbours.
There is no option to peace. Even if they consider it a punishment,
they are sentenced to perpetual normalization.

Goa's anti- mining campaign goes global

TEAM HERALD teamherald@ herald- goa. com PANJIM: The campaign to save Goa from incessant mining has now got a global linkage with almost 40 Goan overseas associations joining hands against mining activity at the cost of environment.

The associations representing the Goan Diaspora in Australia, Canada, UK, Middle East, East Africa and Portugal have come under one umbrella called Save Goa Campaign UK, which on Friday submitted a petition to Goa Governor K Sankaranarayanan's office and to Chief Minister Digambar Kamat.

The members, who are concerned about rampant mining activities and its devastating impact on environment and population, are likely to petition President of China demanding not to buy iron ore from Goa.

Almost 86 percent of Goa's iron ore is exported to China, ever year.

" Not just to China, but we are also going to write to all other buyers of Goa iron ore not to import the ore as its source is illegal," Canadabased Cellie Gonsalves, told reporters.

She said that this could be one major step towards curbing increasing illegalities in the mining industry.

" Half of Goa has already been destroyed and the damage is irreparable. But what we can now do is to protect the remaining half," she added.

The association will be also submitting memorandum to Prime Minister Dr Manmohan Singh, UPA chairperson Sonia Gandhi and Union Mines Minister.

The association members, who Friday held meeting with State Chief Secretary Sanjay Srivastava and Mines Secretary R K Varma did not seem too satisfied with the assurances given by them.

" Varma told us that within next six months, a compact mechanism would be put in place thus monitoring mining business and its related activities," Pamela Gonsalves, a UK resident said adding ' we will be in touch with the government authorities on monthly basis to get the work done immediately'. In a petition submitted to government officials, the members have pleaded to close down all illegal mines operational in the State along with immediate promulgation of mineral policy.

" Despite the fact that illegal mining in Goa being a well- known issue discussed for years by civil society and villagers, it has never been investigated, or stopped or anyone punished in anyway by government authorities," the petition reads alleging that the government is turning a blind eye to the entire issue.

DIRTY GOAN POLITICIANS

The main intention of our politicians in Goa, is to amass wealth and become multimillionaires on the fast track. So far, I have seen that the BJP or Congress party in Goa have no shame, they want to rule Goa by hook and crook. It is well known that the Congress in Goa is a corrupt party and the BJP is a communal party. No doubt about it. Corruption will forever remain in Goa as long as Congress is in Power which is unimpeachable as long as there is no accountability amongst politicians. There should have been a Law in India, once any politician is elected he or she can serve only one term and cannot contest once again, so that an opportunity is given to others. Once the elections are announced the dirty chess game begins in their mind how to get them elected.

It is our hope that all these explosive letters and articles written by sincere writers who have a view to transform this state as better and clean Goa, do not remain just jewels in our closet but truly become the Salt, the Light and the Leaven for Goa and Goans, whether they are affected or afflicted by unsustainable models of development in the avatar of Mining and Tourism.

PANJIM CITY ROADS LIKELY FURTHER MESSED UP BY CCP

This ambitious project proposal cleared by JNNURM, for which CCP is likely to take up for upgradation or replacement of water pipelines, for augmentation of city's potable water supply for 24 hours is already facing road blocks from Marcaim and Transport Minister Mr. Ramakrishna Dhawalikar, who has warned CCP that the residents from Ponda shall oppose this project from OPA reservoir, and instead he has suggested an alternate source from Selaulim or Tillari project through Japan International cooperation agency (JAICA).

Panjimites also feel that the city roads are constantly been duck up and thus disturbing the residents of Panjim on account of laying water pipelines, electrical underground cablings, telephone cabling and sewage pipelines etc. There is no coordination at all with these agencies, neither have they had a proper drawing plan to carry out such jobs, and as such the Panjim city roads are in devastated conditions and in Mess if this argumentation of city's potable water for 24 hours under JUNNURM comes into existence. The city transport is also adversely affected, and the dust pollution is much above their limits.

The City is surely going to be messed up once again, since all the agencies like PWD, Electricity Dept, and Telephone Dept who have no coordination, unity and understanding to carry out their jobs.

The work plan approved by CCP should be made public, before it is taken up this gigantic project under JNNURM.

What about the pipes, which are already in existence and installed by several agencies around Panjim city, whether it will be disturbed? In certain areas in Panjim, already new pipes as well as cables are been laid. What is the fate of these materials? If this project is materialized, who is responsible for this wastage of materials and infrastructure, which is at the cost of tax payer's money? Who will be then responsible for this further MESS? I am sure another SCAM might resurface, if this project comes into reality.

None of these agencies have a concrete PLAN, and no drawings plans are available in their files, and nobody knows the exact location of all the work already completed.

Every alternate day, we see the workers digging continuously again and again in the same area, without knowing what exactly kind of the pipe or cable exists over there.

The residents of Panjim are constantly under threat for not getting the proper water supply, electricity and telephone communication. Especially these BSNL telephones are 24 hours under repairs by the various telephone exchanges, which the residents are been disturbed all the time by their linesmen, when they come to attend the fault. The voice clarity is bad due to line leakage. These line men are also not equipped with proper gadgets; neither have they had the knowledge of fault finding procedures, since they are low qualified for the repairs jobs. Moreover their services are transferable, which makes much more difficult to understand the location of cabling repairs and its continuity. Due to that, they are constantly digging the roads for fault finding.

Now the CCP is gearing up, to take up this gigantic project under JNNURM. which is going to make things still worse and surely this project will never be successful.

The government should appoint a high level technical committee other than from CCP engineers, to study the pros and corns of this project and if required a foreign agency may also be consulted in this regard.

The Joint Chief Electoral officer Mr. Narayan Navti took immediate action based on the complaint filed by the Opposition Leader Mr. Manohar Parrikar from BJP who stayed appointment orders of 6 Govt. Depts.

Herald did exposed them. Hats off to both of them.

My question remains unanswered whether these appointment will be really cancelled or after the election these candidates will be reinstated with the fresh appointment orders to be resumed? Then the whole exercise becomes futile.

This is just to fool us. Can Herald pursue it further, after the Elections are over, so that these jobs are made to give to genuine candidates?

Let us wait and see, for the Govt. reaction in this regard. People of Goa and Commissioner of elections should see that these politicians who are involved in this nefarious activities are been debarred from contesting elections if election code of conduct is violated.

Appointment orders of 417 candidates invalid: navti

teAm HerALD teamherald@ herald- goa. com PANJIM: Future of 417 candidates who were given appointment orders by six government departments after the Election Code of Conduct came into force on December 24, hangs in limbo.

As per Election Commission ( EC) guidelines which were received by the local EC office on Wednesday, the appointment orders of 417 candidates are null and void; as they were made after the Election Code of Conduct came into force.

These include appointment orders issued by the departments of police, PWD, co- operation, electricity, Animal husbandry and Veterinary Services and government polytechnic.

( see box down).

Addressing a press conference on Wednesday here, Joint Chief Electoral Officer Narayan Navti said the appointment orders given by the six departments after December 24, are null and void in view of guidelines received by them from the Central Election Commission ( CEC) on Wednesday.

Following a complaint by Opposition Leader Manohar Parrikar about violation of Election Code of Conduct by various departments, who went ahead with recruitments post December 24, it had sought information from 49 departments about appointments made by them between December 20 and December 27, 2011.

There were no appointments in 23 departments while recruitments were made in 16 departments during that period.

He said, in some cases appointment orders were hand delivered and the candidates were asked to resume work immediately.

Herald has also learnt that appointment letters were issued even as some heads of departments of some departments were not in town. Certain department heads attended training programme in Kholapur between December 21 and December 23 and yet appointments were issued during their absence.

Navti also stated that there is provision under the act to initiate disciplinary action against officers if found guilty. " They could be terminated from service or put under suspension," Navti added.

As per the guidelines received today, the departments will not be permitted to conduct written tests or interviews though fixed earlier, when Election Code of Conduct is in force. Also, predated appointment letters or appointments will not be permitted. If such letters have already been issued, they shall not be given during that period till Election Code of Conduct is in force.

In short, the department will require to keep such processes in abeyance until the elections are over.

Fresh guidelines will be sent to the departments seeking compliance report within three days, told Navti.

DEPOSITING GUNS IN POLICE STATION DURING ELECTIONS

The deputy Collector of North as well as South is supposed to inform the licensee's of fire arms holder by post to deposit their guns in their respective Police station jurisdiction during the assembly elections.

As per the rules if the gun is not deposited within the stipulated time, their firearms can be confisticated. It is not enough that the notice is issued in the newspapers since most of the gun holders expect such notices by post. So far this is not done and the expiry date for depositing the firearms is today (3rd. Jan, 2012).

The whole exercise for not sending these notices by post is probably that these imported guns which are of sentimental value of their ancestors can go on auction if not deposited in time. Most of these guns are prior to liberation and have high demand since they are not available in the Indian market. We are aware that some interested parties have an eye over these guns and that could be the reason for not sending these notices to them by post.

In future the licensee gun holders demand that the postal notice be sent invariably to each individual licensee holder.

As per our experience that these guns are also not well preserved in the police station as they have no proper room to stack them and they can get damaged since they are dumped over each other.

POLITICAL SCENARIO IN GOA PRIOR TO ELECTIONS IN MARCH 2012

The enemy within

For the Congress, there are no easy options. Goa's ruling institution is really not a party in the true sense of the word.

Rather, it resembles a loose conglomeration of politicians hungry for power. This is not to say that there are no sincere people in the Congress; there are. But the sad reality is that most of them do not reach anywhere near positions of authority.

Nothing exemplifies this better than what the party's top leaders in Goa ( and India) have to say about how they choose candidates for the elections. The Congress's self- proclaimed sole criterion for awarding election tickets is… Winnability! Does nothing else matter? What about ideology or philosophy? Or, if those seem too grand- sounding, how about plain loyalty? Apparently, even that is not good enough, ironically, in a party that revolves around one single family. Winning, we are told by the leaders of the party itself, is everything. Does nothing else matter? Apparently not. For, after candidates were shortlisted for the upcoming assembly polls in Goa, Congress ministers and MLAs have been heavily pressurising and even blackmailing the Congress High Command emissaries to Goa, and making open threats about staging revolts if tickets are not given to members of their family and to close friends.

Whether it is PWD Minister Churchill Alemao, who wants his daughter Valanka to get the Benaulim ticket, Urban Development Minister Joaquim Alemao, who wants his son Yuri to get the Sanguem ticket, Education Minister Atanasio ' Babush' Monserrate, who wants the Taleigao ticket for his wife Jennifer and the Santa Cruz ticket for himself, or Health Minister Vishwajit Rane, who apparently wants to decide who gets the Congress ticket for seven constituencies in North Goa, the family- run party is having a hard time trying to please its ' family- oriented' leaders.

And while All India Congress Committee ( AICC) Goa desk incharge J S Brar, AICC general secretary Sudhakar Reddy and Chief Minister Digambar Kamat try to make light of the situation by claiming that the ongoing ' discussions' are to give feedback on the alliance with NCP, on political issues, and to brief them about important political developments, it is no secret that some leaders have threatened to quit the party if their demands are not met. Babush Monserrate, for example, is believed to be opposed to the entry of BJP MLA V©¦ay Pai Khot into the Congress and has demanded tickets for wife Jennifer and former Congress Poinguinim MLA Isidore Fernandes. Mr Monserrate has already made it clear that if the Congress denies him the Santa Cruz ticket he will quit the party. The Alemao brothers have already openly announced that if their children are denied Congress tickets, they will contest on the ' people's ticket'. Even if the Congress says it doesn't, we all know what that means.

To add to its misery, former Congressmen are girding their loins to float political outfits with nuisance value for the party. Former Benaulim MLA Francisco ' Mickky' Pacheco on Saturday joined the Goa Vikas Party ( GVP). He was declared the party's ' supremo' by its central executive committee, and he promptly declared himself the GVP candidate for the newly delimited Nuvem assembly constituency.

Three- time Chief Minister Dr Wilfred de Souza has set up a Goa branch of Mamata- didi Banerjee's Trinamool Congress, just as he earlier has started the Nationalist Congress Party ( NCP). It iks another matter that he was ultimately ignominiously ejected from it.

Both Mickky and Dr Willy have little chances on their own, but can be extremely effective spoilers.

It seems the Congress has more to fear and much to lose from the skulduggery of its own disgruntled elements, rather than from the Opposition Bharatiya Janata Party ( BJP).

MISUSE OF CHRISTMAS CELEBRATIONS BY POLITICIANS

Coincidently the polls are just at the corner where the Christmas festivities are around. The Election Commission is yet to take over their reigns of election code. Already there are instances that the election candidates were seen distributing expensive items in the name of sweets, goodies and what not just to gain their vote of confidence. In the pretext of Christmas these politicians are using all their means of gaining votes for their party or themselves and by hook and crook getting them elected, which is an offence not only on moral grounds but it punishable under election code rules. This latest tactics played by politicians which amounts to bribery should be condemned by Election Commissioner and immediately stop such mal activities in the state in the name of Christmas which ends by 6^th of January 2012.

Dear Sir,

I would like you to provide me certain instructions how I should carry on the recharging of my batteries recently purchase from SONY main dealer in Panjim. I know that all depends of how I do the charging etc. Earlier my concept was that I used to charge the batteries for 7 hours, but now such instructions are not available in the packing moreover these dealers fixed their sticker on top of the paper packing original of the Co. where we cannot read it if there are instructions in it.

Now I request you if possible by mail return to provide me the instructions of the above subject batteries so that I should be able to take care at the maximum benefit of charging.In this context I have few more questions for you to answer:

1. If the charging is made less than the stipulated time, what will happen to the life of batteries?

2. And what if I over charge them ?

3. What about the charger if not from SONY but from other reliable makes,is used when there is no over charge limit in it, whether the batteries will get spoiled.?

4. It is necessary that we should use the battery charger with the provision of cut off supply when the batteries are already full charge?If not what will happen?

5.How long the batteries more or less will work.

6. Is it required to remove the batteries when not in used?

7. How long you can keep the batteries already charged outside the instrument?

8. Why don't you write the inructions on the packing so that the customers can follow these instructions ? Or it is not required?

9. Can we used batteries when they go lower power , will it damage the instrument? Every resolution of village level committee quashed

RP 2021- All settled?

Continuing with our probe into what the RP 2021 planned for each village, we focus on Loutolim. Franky Monteiro, a resident activist reports

n Development of huge tracts of land should be done in a phased manner with plans being submitted after a minimum four-year gap.

n No further land acquisition for industrial estates/zones should be permitted as the current industrial estate already covers 30 per cent of the total village area.

n Land acquired for setting up SEZs and housing ought to be returned to the village panchayat

n Land shown as being occupied by illegal shipyards, dockyards on Zuari river should be withdrawn.

LOUTOLIM: The village level committee (VLC) after strenuous efforts to prepare the plan as per ground reality proposed settlement areas as per present and future needs of the village. Errors existing in the 2001 regional plan, like paddy fields and orchard lands shown as settlements, were proposed to be classified as per ground reality. Errors in the Task Force draft e.g. settlement areas shown as part of lake, nullahs shown as roads, paddy fields shown as settlements were also proposed to be classified as per the ground reality. A individual survey number-wise land-use table was prepared by the VLC stating the classification of lands demarcated in the 2001 plan, task force draft plan and the proposed classification of lands by the VLC with a remarks column justifying the VLC's actions..

The VLC also adopted resolutions for the use of lands to be considered by the SLC (state level committee), important among them being:

(i) Development of huge tracts of land can be permitted provided only upto 5,000 square. metres is developed in a phased manner with a gap of minimum four years till the next development plans are submitted. No development of land beyond 5,000 square metres. should be permitted at a time.

ii) Land marked as proposed industrial zones under survey numbers 163, 198, 197, 196 in draft RP 2021 to be strictly omitted/withdrawn. As the existing industrial estate covers almost 30 per cent of the total village area, no further land acquisition should be made for industrial zones/ estates in Loutolim.

(iii) Lands which were acquired for expansion of Verna industrial estate phase IV and allotted to SEZ promoters for setting up SEZ and housing under the 20 point programme should be handed over to Loutolim village panchayat since allotments for SEZs have been quashed by the High Court.

(iv) Shipyards and dockyards illegally set up on the banks of Zuari river in Loutolim village from Rassaim to Vanxem under survey numbers 306 upto 320 and 500 to 502, not to be marked as repair shipyard/dockyard in RP 2021.It was proposed that the land use shown in the 2001 RP which were shown as settlement/orchard/agricultural be maintained.

The notified RP 2021 for Loutolim doesn't depict any of these. The SLC has prepared an all new plan with its own arbitrary incorporations which were neither demarcated in the Task Force plan nor in the village level committee plan.

Discrepancies and flaws of the notified plan for Loutolim

-Water bodies, no development slopes, paddy fields and dense forest lands have been shown as settlement areas.

-Lake shown as pond.

-Tenanted lands and afforamentos granted by the communidade for agricultural purposes shown as general industries, quarries.

-20 point programme settlement shown in the industrial estate 3 kms. away from the nearest settlement..

Densely populated areas on the banks of river Zuari of Loutolim village are shown as dockyards and shipyards with a mysterious foot note "The shipyards/dockyards are indicated as per satellite image and do not grant legal status." Such a footnote on the notified land use plan explains the vested interests and malafide intentions of the government.

Depiction of shipyards/dockyards on the plans will grant automatic legal status to illegal shipyards (irrespective of the foot note) who are bound to regularize their illegal activities based on such arbitrary demarcation on the plans. The 2001 regional plans and the village level committee prepared plans indicated these areas as agricultural/settlement.

This begs a fundamental question. Who benefits? Secondly, are local, home grown Goans or even NRI Goans investing in homes and industries in Goa. Or are builders set to change the topography and skyline. The answer is too obvious to merit an elaboration.

PANAJI: The Commissioner for NRI Affairs, Mr Eduardo Faleiro said that the Union government had formulated the Person of Indian Origin (PIO) Scheme and the Overseas Citizen of India (OCI) Scheme for the benefit of people of Indian origin, who hold foreign nationality.

Speaking at a press conference the ex-Union minister, said that the Union Ministry of Home Affairs has now introduced a Bill in the Rajya Sabha (RS) to merge the PIO and OCI schemes into an Overseas Indian Card Holders Scheme.

"The Overseas Indian Card Holders will be entitled to – (i) grant of multi entry, multipurpose life long visa to visit India; (ii) exemption of registration with the FRO for any length of time of stay in India; and (iii) parity with Non Resident Indians in the economic, financial and education fields except in matters relating to acquisition of agricultural property," he said.

According to the Bll, a foreigner spouse of an Indian citizen would also be eligible for the Overseas Indian Card after two years of marriage with the Indian citizen and the moratorium had been provided to avoid the misuse of this provision.

According to information given by Mr Faleiro, the Intelligence Bureau had found that in some cases foreign nationals were getting married to Indian nationals and indulged in the narcotic trade.

The Intelligence Bureau also found that some foreign nationals married an Indian or a person of Indian origin merely to prolong their stay in India. As after getting married and acquiring PIO/OCI cards there was no check to find out whether they were staying with the said Indian national. It was found that such foreigners do not inform about their separation and continue to enjoy the privileges provided under this category of visa.

"During the next year, we should formulate a comprehensive strategy for the benefit of all sections of our society particularly the most disadvantaged. There are several schemes and substantial grants from the Government of India for the benefit of these sections which remain unutilised," the Commissioner for NRI Affairs said, adding that he had invited the Minister for Social Justice and Empowerment, Mr Mukul Wasnik to address meetings in Goa during the last week of January, regarding problems faced by senior citizens and facilities available for their redressal.

"The Minister for Tribal Affairs and Panchayati Raj, Mr V Kishore Chandra Deo has also agreed to visit Goa in the month of February and meet representatives of STs (Scheduled Tribes) of different religious denominations so as to provide a solution to their legitimate grievances," he said.

He also informed that the Golden Jubilee of Goa's Liberation was commemorated in the Parliament on Monday and the portrait of Dr T B de Cunha would now be on permanent display in the Parliament House.

"Dr T B de Cunha has entered the pantheon of foremost Indian leaders and freedom fighters. (the portrait of Dr T B de Cunha was painted by Ms Harshada Kerkar Sonak)," Mr Faleiro said, adding that "It would be in the fitness of things if the Goa Legislative Assembly and other government offices display a portrait of Dr T B de Cunha in their premises."

"Selected writings of Dr T B de Cunha were published by Dr T B de Cunha Memorial Committee in 1961 under the caption 'Goa's Freedom Struggle.' This book is out of print. I shall ensure that those writings are re-published. Indeed, they should be in the curriculum of our schools and colleges so that they provide a much needed sense of direction to our society," he said, adding that no tribute to the work of Tristao Braganca Cunha would be complete without a mention of the historic fight which he conducted against a system of indentured labour under which Kunbi labourers from Goa were recruited and sent to the plantations in Assam.

Stating that Tristao Braganza de Cunha, realised that Goa could have freedom only in unity with India - he did not recognise a Goan feeling separate from that of India – and so instead of a separate organisation he founded the Goa Congress Committee and secured its affiliation to the All India Congress Committee.

"Dr T B de Cunha was truly a great Indian, a patriot, a writer and a thinker of great moral integrity whose sacrifices for the cause of Goa and India's freedom can never be forgotten. His pamphlet on 'Denationalisation of Goans' is particularly worth studying. It demonstrates with ample documentation how the colonial government deliberately embarked on a policy to denationalise Goans to the extent of prohibiting the use of Indian languages and even Indian clothes in the hope that by these methods, the people could be made to forget their Indian identity," he said.

The office of the Commissioner for NRI Affairs in association with the Indian Council of World Affairs will hold an International Conference in Panaji on February 22 and 23 next.

Leaders of several former colonies in Asia and Africa will participate in the conference.

It will focus on the evils of colonialism and the challenges being faced by those countries on their way to national renaissance. The conference is to pay a special tribute to Goans who participated in anti-colonial struggles across the world.

This is in regards to "The vision and Strategy 2035" document prepared by GGJDC headed by the renowned scientist and ex-Director of CSIR, Govt. of India who has outlined his vision for Goa by 2035.

We have a group called "Team Ana" who is working for Lokpal Bill which deals to get rid of corruption in India and now an another group called "Team Mashelkar" in Goa who has a vision on scientific lines.

Perhaps we might have to wait and see its outcome whether it will be successful and not for mere publicity.

PROCESS OF HEARING OBJECTIONS BY TCP ON RP-21

The TCP has announced that the objections will begin process of hearing objections by tomorrow ( 23.12.2011), and the verdict will be decided according to the final outcome.

In fact the hearing conducted at TCP office for the villagers group representative or individuals is a fruitless exercise and needs to have an open court hearing with the help of experts or their attorneys either from GBA or by a team comprising of architects, planners, engineers etc and needs to be represented at the time of hearing their arguments.

The proceedings of hearing should be conducted similar to our regular courts. There are strong views that the TCP may distort the outcome of the hearing and give its verdict in favour of the mine owners, builders or certain politician's interest and not in the interest of Goan public at large.

This is a MUST and needs to be implemented by the Government at any cost.

GRAND PROMISES BEFORE THE PRE-POLL

The Congress Government is somehow making some efforts to bully the voters to vote for the Congress by making arrangements and giving promises which is just two months before the pre- poll.

The most interesting and exciting promise is Rs.5000/- bonus for Class C, D government employees and pensioners for which the Govt is ready to spend Rs.17 crores from the exchequer funds even though the funds are not readily available.

The important point in this scheme is precisely focused for the State government employees and not the central government and other employees working in this state. There exists Defense, MPT, Customs, NIO, P&T and University employees etc are also the voters in Goa, which needs to be categorized or included in this scheme, otherwise there is going to have some repurcations and bad feeling amongst them which may create a backfire against this scheme. The state government always take the help for allocations/participation of local central government employees for the polls functioning as well as other infrastructure.

Another point of great interest is that the Govt. is adamant not to scrap the RP-21 and deciding to rectify it which is again another trick played into the villager's demands. I do not understand also, why Churchill gets involved by announcing and interfering into this RP demand and saying that the "RP -21 will be rectified", when it is not his baby. Probably the CM is making him a scapegoat and using him, wherever is required, as CM is fully aware that this RP will bounce back on him which is certainly not acceptable to Goans at large.

Churchill should be wise enough not to make such announcement in future and needs to understand what is good or bad to him and not to be under the whims and fancies of the government promises otherwise he will loose his position and votes at his constituency.

YES, that's exactly what Goa's annual "Liberation day" celebrations amount to because Goa was not liberated in any sense of the word in 1961. Goa was actually INVADED by the Indian armed forces, then militarily occupied, and finally annexed by India. There never was any plebiscite where Goans could decide the future of their country.

The Indian government of the day simply took over and occupied Goa by force.

Portugal granted independence to all its colonies after 1961, and the fact remains that if the Indian invasion had not taken place, Goa would have today been a free and independent country. And the Indian government has not even honoured the promise made by its then prime minister that Goa would be given a special status. So should Goans be tolerating, much less celebrating anything like a "liberation" day, or should they be bemoaning Goa's "Occupation Day" ? By Sohail Naik, Mapusa.

My comments: This is 100% TRUE. I have seen this invasion as I was 17 year old. On those days I was sitting for an open air for a "nature call" on the banks of our river Mandovi at Mala fields where I saw, Indian forces planes repeatedly bombarding All India Radio Station at Bambolim. I also saw the Portuguese Afonso de Albuquerque warship being bombarded since we have been evacuated by my parents from Mala-Portais toTaleigao for safe stay in one of our relatives houses. I have also witnessed there, the Banco Nacional Ultramarino employees burning sacks of bundle of notes " Escudos" at Taleigao. Later I visited the Portuguese soldiers which were surrendered and taken at concentration Camp at Ponda. There was no blood shed at all, it was a simple operation war. And Lt. General K.P. Candeth of India has taken over from the Portuguese Governor Vassalo de Silva. This yearly event was celebrated yesterday, (19th Dec,2011) to mark " 50 Year of Goa Liberation Day" where Sonia Gandhi President of Congress Government gave a speech in Panjim with a large audience in the presence of our Chief Minister Digamber Kamat, other ministers and Government officials.

AWARDING GUARD OF HONOUR TO MARIO

Earlier when a veteran Ravindra Kelekar a Konkani poet writer passed away in the year 2010, he was awarded a guard of honour, and official gun salute. The Government also declared a two day holiday. Why wasn't something similar done to honour legendary cartoonist and Padma Bhushan awardee Mario Miranda during his funeral at Loutolim, Goa. Mario Miranda is of international repute and has done much to put Goa on the map of the world. With his ironic viewpoint into everyday life in Goa, he inspired many people around the world.

If Mario could have seen this differential treatment I have no doubt we would have seen a cartoon that would have put the Government to shame. But as things stand now, all I can say is that for people to expect better from our Government is a useless hope.

TCP NEEDS TO MAKE OBJECTIONS LIST PUBLIC

When I went to raise certain objections in regards to RP 2021 at the TCP office on the last day, there was a huge crowd who have come to submit their objections. Now since the date is extended by public demand for an another 15 days was a welcome move.

What I have noticed in that office is most of the times it seems the Chief Town Planner is not available in the office since I was told he is being called by the CM for discussions all the time and the public whoever comes there cannot meet him at his office. Moreover the staff of the TCP who are found overloaded are unable to entertain the public. No one it seems keeping a record neither the public is aware that the submission of objections needs to get a proof for their objections.

In fact there should have been a system which most of the Governmnt office have in their dispatch section to record the receipt of papers /documents as INWARD and OUTWARD with seal, serial number and signature as proof that the objection is received. Why TCP did not follow this system?

I am strongly feel that certain objections which are relevant to the villagers will not be entertained and these objections will be dumped in their basket.

I demand that the Chief Town Planner to make necessary correction in the RP 2021 Village Maps as provided by Section 17 and sub-section 17C of Goa TCP Act 2011 and I request the list of objection submitted by the people/villagers of Goa to make it public.

Will Panjim ever see a ' Comprehensive Mobility Plan?'

N early four years ago, the local papers carried news of the appointment of Groupe SCE from Bangalore as consultants who were awarded the contract to prepare a " Detailed project report" on mobility plan" for the city of Panjim.

The Groupe SCE from Bangalore, won the contract after it successfully and transparently responded both to the " Expression of Interest" call, made in leading newspapers in India and also satisfactorily complied with the stringent conditions laid down in the tendering " bid procedures", as required under government rules and regulations.

After outclassing other rivals at the screening process; Groupee SCE interacted with all Councillors at the CCP, later on it gave presentations to administrators and the elected representations of the CCP as well as government of Goa. The Rs 75 lakhs as consultancy fees, were agreed upon, and Rs 7.5 lakhs were paid by the CCP to the management of Groupe SCE. The preliminary report or the conceptualised plan was drawn and submitted to the CCP thereafter.

The government of Goa as well as the central government had in 2007 approved the constitution of the " State Level Steering Committee ( SLSC) of 15 members with the Chief Minister as its chairman, and having Urban Development Minister, other local MLA of Panjim Mayor of Panjim, Goa government secretaries as well as other technical experts which included Dr Nanadkumar Kamat and myself as members under JNNURM. The three member sub Committee of SLSC with Manohar Parrikar as the Chairman and which included me as one of its members approved the " Final DPR" submitted by Groupee SCE from Bangalore in 2010, on a Comprehensive Mobility Plan in 2010.

At the earlier SLS Committee meeting, the Chief Minister posed some valid queries and the consultants who had prepared and exhaustive DPR on Comprehensive Mobility Plan were asked to slightly modify their plan and resubmit it to the SLSC. The consultants after due consultations with Manohar Parrikar, and myself resubmitted a very attractive DPR, which had shuttle service, mobility and parking plans, over head bridges and walkways broad pavements circular bus shuttle routes, scientific signal crossing etc. The Groupe SCE had worked in details, solutions to the traf- fic woes of Panjim taking all state holders into confi- dence. The only step required by the CCP was to resubmit the revised DPR to the SLSC under the Chief Minister. But alas! As soon as the new members of the CCP were elected as Corporators in 2011 under the Atanasio Monserrate panel the Rs150 crore Comprehensive Mobility Plan was dumped by Yatin Parekh, the new Mayor was it was just because Tony Rodrigues, the Mayor of CCP in 2008 had prepared the DPR during the period he was the Mayor. It does not auger well for Yatin Parekh to undo all the good intended to be done; both administratively as well as legally, by his predecessor during the last four years.

By arbitrarily inviting the Chares Correa foundation to prepared a DPR on a Comprehensive Mobility Plan and bulldozing it at the last CCP Standing Committee meeting in October 2011 as well as getting it passed at a regular CCP Council meeting does not make sense. An irregularity as well as deceit in changing consultants will adversely affect the development of Panjim in future.

Unfortunately, both the general public from Panjim as well as the callous investigative journalism existing in Goa did not observe nor report these irregularities. This act of commission and omission resorted to by Yatin Parekh in particular, or the CCP ruling dispensation is very worrisome. Questions to be asked are as to why the CCP administration is not going ahead with the Rs150 crore worth of DPR presented to it by Groupee SCE, with a Consultancy services fees of Rs 75 Lakhs committed to them! Again, who will bear the cost if not the Panjimities, as legal fees to lawyers once Groupe SCE would initiate by taking this matter of deceit by Yatin Parekh into the courts in Goa. The matter is grave as Groupe SCE, who are the duly appointed consultants, have gone both through the competitive bidding procedures as well as made several presentations to the CCP including Yatin Parekh as well as the Goa government. I would like to request the Chairman of the JNNURM mission in Goa, our Chief Minister Digamber Kamat, the Urban Development Minister Joaquim Alemao, Manohar Parrikar, the Chief Secretary to initiate action to stop siphoning of CCP funds to pay the Charles Correa Foundation to prepare yet another DPR on mobility plans for Panjim, which would drain over Rs20 lakh in addition to Rs75 lakh committed to Groupe SCE through the MoU. The CCP administration seems to go haywire. Surely JNNURM mission in New Delhi would reject the CCP approval of the proposal submitted by the Charles Correa Foundation.

Gas cylinders and safety

I had written previously that the Gas cylinders are been off loaded at the cross road between Campal and Tonca which is just opposite the Campal Clinic. These cylinders have been transported from the main dealers outside the State and delivered to our local dealers at Campal area and other surrounding places.

First of all, these cylinders need to be taken to some safe places away from Panjim city so that there is no mishap or blast. It appears that nobody is bothered for this warning, until some major incident takes place.

On 2 December 2011 at 11 AM), I witnessed an incident where a Tata vehicle was fully loaded in haphazardly manner with Bharat Gas cylinders, with the workers of the agency seated on top of them. And while climbing the steep road from Bay View to Ocean Heights, one of the cylinders slipped down and started rolling in the residential area of Bay View which could have been fatal if children were playing around or there was any vehicle behind. I immediately went out and scolded the driver of this vehicle with a warning to be very careful in future not to load the vehicle with cylinders above the limits of the truck and follow the safety precautions.

The RTO and Traffic officials should take note of this and see that in future these trucks are not loaded in haphazardly manner and the cylinders should be transported either in a closed truck or well covered with tarpaulin.

This kind of supply is being done by all the consumer dealers in Goa and the Police has been watching this and has not taken this seriously. Instead they are busy issuing challans to the college students and the tourists probably for their vested interests. Surely they need to be fine for over speeding and not following the traffic rules? If any accident takes place due to the explosion of cylinders I am sure that whole of the Campal residential area will be in flames including the Campal clinic.

It is very important that the authorities take immediate steps to shift this temporary godown stocked near this Campal Clinic roadside to a safe place. Will the authorities listen to this warning?

GMC Dean Quitting and Raveena Death Enquiry

ALL of a sudden a decision is taken by the Dean of GMC which came as a surprise to all of us, that he is proceeding on voluntary retirement. The reason is certainly due to interference in administrative matters from the Health Minister, Mr Viswajeet Rane, who has been found recruiting his Satari constituency youth for employment at the Goa Medical College and Hospital. Since the beginning, the attitude of the Health Minister was well known by the people of Goa, especially by the residents of Santa Cruz constituency, where their youth were denied jobs at the GMC, although they are at close proximity of the hospital at Bambolim. Moreover, the new recruits were found bossing and spying over the old staff of GMC and reporting to the Health Minister for their work conduct. This amounts to an attitude of 'dadagiri' and it should be immediately condemned by the authorities at the GMC. Now since the Dean has tendered a three month's notice, as per the rules, to the government for his voluntary retirement, I sincerely hope that he should see that he at least completes the enquiry which is in progress for the negligence by two doctors from the GMC, over the death of Raveena Rodrigues from Verna. It needs to be expedited before he retires, so that all the culprits are booked and punished by the government as per the medical rules and ethics.

News which appeared on 4.12.2011, in certain newspapers in Goa that the GMC Dean retires over Health Minister's interference appears to be fabricated and a fiction produced by the section of print media.

The drumming of the fabricated news about the Dr.Jindal exit from GMC is by the Non-Goans lobby to unnecessarily to rouse passion among the gullible Goans.

Does it require rocket science understanding that Dr. Jindal is interested in taking up a profitable private assignment in his own interest which is legitimate?

If Dr. Jindal was truly hurt by the attitude of Vishwajit Rane interference he would have deserted the GMC more than 4 years ago while he was supposed to have felt heat of Vishwajit Rane meddling.

We know that Vishwajit Rane would be out in Feb 2012. This clearly indicates the timing of Dr. Jindal exits coincides with Viswajit exit too. It shows that both above personalities had very good understanding during past 5 years.

The non-goan who is trying to make Ravana out of Vishwajit and fool the Goans by saying that they all salute Dr. Jindal for leaving GMC out of disgust cannot fool us.

Is Dr. Jindal a baby drinking milk and incapable of taking his own decisions? He has every right to take and may well join in superspeciality Hospital in his home town.

We wish Dr. Jindal all his best in his entrepreneurship in his future medical ventures in and outside Goa. We accuse Vishwajit for many things he has done for the Goa environment but surely he has helped Dr. Jindal and his people of Satari by giving jobs with the blessings of the Dean which is right. Is Dr. Jindal telling lies while that he leaving GMC on his own accord?

The crocodile tears shed by a few vested interest individual amongst the non-Goan lobby clearly exhibits that Dr. Jindal leaving GMC out of disgust is a cock and bull story.

Goans recognized that Dr. Jindal joined GMC as Asst Prof. and later promoted as Prof & Head of Neuro Surgery Dept. before becoming the Dean of Goa Medical College and Hospital in November 2005. I am sure Dr. Jindal is greatful to the Goans for all the cooperation he received for the last 27 years of service in this Hospital.

Last, we all Goans wish Dr. Jindal best in his private venture in Chandigarh Hospital and in Goa too in his private capacity.

GAS CYLINDERS

I have reported earlier that the Gas cylinders are been downloaded at the cross road between Campal and Tonca which is just opposite to Campal Clinic. These cylinders load are been transported from the main dealers outside the state and delivered to our local dealers at Campal area and other surrounding places.

First of all I have cited in my earlier report that these cylinders needs to be taken to some safety places away from Panjim city so that there is no mishap or any blast. It appears that nobody is bothered for this warning, until some major incident takes place.

Today, (2.12.2011 at 11 AM), I have come across an incident that a Tata vehicle bearing No: GA-01-T-8738 ( see photo), was fully loaded in haphazardly manner with Bharat Gas cylinders with their workers seating on top of them and while climbing the steep road from Bay View to Ocean Heights, one of the cylinder slipped down and started rolling in the residential area of Bay View which could have been fatal if children were playing around or there was any vehicle behind. Luckily this cylinder was managed to stop rolling by my Watchmen. I immediately ran and shouted this driver to be very careful in future not to load above the limits of Truck load and to follow the safety precautions.

The news item reported by Herald on 1.12.2011 is very true and this kind of exercise and behaviour on the part of GMC authorities for screening an MRI or a CT Scan is a nightmare. I have taken my friends in earlier occasions for these kinds of tests and the waiting period and the list is huge which at times one has to wait for more than a month. The GMC laboratory appears that they are unable to cope up with such a huge demand where most of these tests are been prescribed by their in- house OPD doctors. The patients are however compelled to go outside pathology laboratories in Goa where the reporting is done at once which helps the patient for immediate treatment.

What is surprise me is that the GMC doctors and outside doctors are been advising their patients to get them screened for each and every case and that could be the reason for the load on the GMC equipments.

Probably the Dean could investigate the whole process and delay tactics of getting them screened at the GMC and also why the reporting is delayed.

OVERLAPPING DATES OF IFFI AND FEAST OF ST FRANCISCO XAVIER FOR THIS YEAR 2011

At last I think or perhaps you are the only last SAVIOUR left, of this whole tamasha where our Govt.of Goa could not do it, which you should have been more responsible being a catholic to see that the dates for this classing of IFFI and our patron ST. FRANCISCO XAVIER (I believe you too have this name "Francisco" or he probably is your GOD FATHER) does not take place.

Many people including myself have tried our level best to suggest our Chief Minister Digamber Kamat and also I had a courtesy to request Valanka Alemao A NEW ASPIRANT FOR CONGRESS POST to come to our rescue in this matter which could have been a best job for her to get elected. But nothing happen. In that aspects I find ridiculous on the part of whole gang especially our Catholics politicians not taking this crucial matter with the IFFI authorities but nobody bothered as they are only planning to get them re-elected and making more and more money. I know that few of them going to VALANKANIM for prayers , but they have one thing forgotten that our patron could have helped them to get elected here itself at Old Goa, and there was no need for them to go to Valankanim for favours. And others (politicians) busy going to foreign countries which I do not understand their motives when the CONGRESS here in Goa is in turmoil and their Yatra attendance is found very badly affected but still they prefer making trips abroad may be spending their wealth. After I have written especially in Herald and other newspapers I never expected that our brothers and sisters will voice their grievances and fight for the change of dates. The Church of Goa (BISHOP) remained silent except Fr Savio Barreto Rector of Basilica who perhaps was forced to act since he is the Rector. The Archbishop Filipe Neri might had gone on hibernation or pretending that somebody will do his job.

Anyway these are the things going bad to worse in Goa , but what is the need of IFFI for Goans which I never see them attending this festival, but I see most of the outsiders having IFFI batch on their chest and going around the Panjim market for shopping. This festival is of no use for us but what I see is some Goans are busy shopping in the IFFI stalls and not even seeing the films screened on the roadside by IFFI.

Our Govt. of Goa is only for great achievement like IFFI, and getting elected for higher posts , corruption , garbage stinking all over the palces, mining to earn more and more to fill up their pockets which they say is for the Congress High Command ( CENTRAL GOVERNMENT FUNDS FOR ELECTIONS) to run for the election propaganda etc It is shame for Digamber Kamat who is pretending to say that Goa is rising for No.1 and it is the best state in the country. Probably he is fooling Goans. I have seen at Azad Maidan many of his colleagues have deserted him and not seen at the venue but what I saw are few of them and that too boot polishers and majority have COME FROM hired buses of FULL OF migrants and GOONS at the venue. The CM speech was loud and clear and the best, convincing us that once again Goa will run for the Congress and the best aspirants will be selected.

GOD only may help him and of course our PATRON St. FRANCIS XAVIER to win the elections. SHALL we PRAY.?

Recently one paper said that the kids are trying their level best to get them entry into the politics for Congress tickets and there are some of them from NCP who thinks that their party is vanishing and now trying to enter the arena of Congress and poor Parrikar might be sweating to see a new aspirant from NCP ruuning for selection of Congress ticket. We do not know what is the secret behind this game between PARRIKAR and the NEW ASPIRANT. And who is that? Guess Gentlemen?

At last our Sardinha-bab or say FRANSCISO please, we are only having hope with YOU to see that these dates will be changed by YOU whatever will be the cost.

One mistake is that the Secretary of Archbishop is made announcing for the dates to change in coming years, but what about this YEAR? Such announcement is misleading and it is giving them chances to forget and act in this year. And who knows what will happen in the next year? May be Bishop and the secretary and the Govt itself may change and once again it is back to square one and may be worse.

Goa Needs Woman CM
It is time our state gets a woman Chief Minister. I say this because we have seen that women chief ministers in various states like Ms Jayalalithaa (Tamil Nadu), Ms Mamata Banerjee (West Bengal), Ms Sheila Dikshit (New Delhi) and Ms Mayawati (Uttar Pradesh) are running their states with great fervour and enthusiasm in order to bring about development, although corruption still exists. In the forthcoming elections, the people of Goa can vote for sincere female candidates and think about having a woman to head the future state government, as many of our earlier chief ministers have not been successful enough in taking the state forward in the right direction. The old corrupt faces need to be dislodged. Ms Mayawati recently said that her cabinet has approved a proposal to split Uttar Pradesh into four states. According to her, that would help in the all-round and balanced development and give the people a better future. In the same way, Goa too needs an all-round and balanced development, which would give a better future to all the people in the state.

It is time for our present CM Mr. Digamber Kamat to leave his chair for a woman CM for the next elections to rule this state of Goa because we have seen that woman CM's in this country like Jayalalita (TN), Mamta Banerjee (West Bengal), Sheila Dikshit (New Delhi) and Mayawati (UP) are running their states with great fervor and enthusiasm for the development of their states although corruption still exists.

If the leakages are constructive and not destructive, they should be welcomed for the interest of public. It is silly on the part of GOA MP and AICC secretary Mr. Shantaram Naik to take up this issue in RS.

Dead fish at Mala lake

Herald's report ( 15 Nov) stated that everyone including the Opposition Leader Manohar Parrikar admitted that the fish at Mala Lake perished due to the lack of oxygen in the lake.

It is so stupid on the part of fisheries department to remain silent as such a calamity could have been avoided.

Government must investigate and punish all concerned guilty officers.

The recent announcement made by CM Mr. Digamber Kamat which appeared in NT dt.19.11.2011 for offering doles for the matriculates, graduates as Liberation Day Gift is welcome step even though this should have been implemented much earlier. This is possible a gimmick job from the State Congress Govt for getting them votes in forthcoming election.

Hopefully this is not going to be an another scam, if it is not properly implemented and given the doles for those who are already employed and not existing citizens/persons.

There are number of unemployed youth in Goa who have either their employment registration is lapsed or they did not yet register in the employment exchange as they found of no use registering since the government stopped offering jobs for deserving youths and offering jobs for those who have their God fathers or by bribery method offered to their concerned MLA or Minister.

Since the listing will hopefully follow according to their list available at the Employment Exchange and for the genuine cases, there is going to be a hue and cry if the doles are not going to each individual in the poor family who are still unemployed for the last so many years and their respective MLA or MP's could not help them years ago.

As far as I understand that, there exist many unemployed youth especially at Curtorim who are coming from very poor family background and that they are struggling to survive and that they are matriculates and graduates for the last 20 years and not been employed as I know that their respective MLA's and MP failed to help them.

Just recently we heard a landmark judgment by the Bombay High Court ruling that the Governor is a "Public Authority" and does come within the ambit of RTI Act.

In a democratic country such decisions should have been avoided going to Court as it amounts to wastage of time of Judges and of the advocates, since there are several cases pending in the Courts, and that it is nothing wrong whoever high may be, the rules should be followed equally by all in any democratic country.

Now, coming to another incident which took place in New York's JFK airport where our former President of India Mr. APJ Abdul Kalam was found frisking by the US security personnel and that Indian government has made hue and cry for this incident. In the same way, it can be done even for President Obama when he comes to India since ours is also a democratic country. It should be left upon the decision of the security in charge.

Dabolim land deal: Herald's efforts appreciated

This matter was well taken up by the public and we all feel sorry for what is going on. If Goans do not take steps to stop this deal, then we will have the Dabolim airport expansion being kept convalescing in agony and we may have to suffer forever as the existing air transport facilities will not being upgraded.

Our future generation may have to depend on the materialisation of the MOPA airport deal, but who knows another great deal may resurface there.

Churchill Alemao appears that he has gone into hibernation, he was earlier behind getting this airport upgraded, and now why is he mum? Is it because the elections are fast approaching? I am sure, he will be the only person who can do miracles apart from God and cancel this deal. I appreciate Herald's efforts in exposing this deal in the interests of Goans.

Proposed Stadium at Campal

The proposed stadium at Campal has got thumbs up from the general public and the Chief Minister, Mr Digambar Kamat is expected to give his consent to the project, which will pave the way for its construction. But I would like to point out here that the small stadium will not able to accommodate sports lovers from Salcete and Bardez talukas, besides the people of Panaji and surrounding areas. So it will be prudent to build a bigger stadium. The government can think of having a world renowned architect if necessary, to design a bigger stadium and funds may be also procured from the central government.

THE CCP Commissioner seems to be going about solving the problem of garbage all wrong. In 2008, RS 80 lakhs were spent on a bio-digester, which is still lying idle at Patto. Now, Ms Patricia Pinto, who is in-charge of solid waste management, is planning to order an Organic Garbage Waste Converter (OGWC) from Pune. As a scientist, I often visit Pune for work, and I can confidently state that the OGWC would not function in Goa. What Panaji needs is a state-of-the-art solid waste management plant for which a detailed project report was prepared by Tetra Tech, New Delhi. Funds from JNNURM were freely available to the CCP at that time, yet it continues in fruitless efforts.

Whatever he has told you it is completely wrong and WHATEVER i HAVE SAID IN MY" blog" IS TRUE, as far as what was described to me by my cousin Marcus and his wife while they were boarding the Jet Airways flight from Dabolim to Mumbai.I believe them.

In fact when the matter came to me I was really got into my nerve and taught we can do something for this Jet Airways to stop checking these items which are been well packed and airtight. The sausages and the tin stuff is something of Goan delicacy and I understand as far as no other Airline has committed these kind of errors, like stopping customers and checking their bagages and that too in the domestic sector.

I have received a call from a journalist from a reputed newspaper and informed me that this controversy is been cleared by the Jet Airlines and they will never stop the passenger for X-ray test in future, if the items are well packed and not found leaky.. My question is how they will evaluate the packing ,they have to stop people/customer and ask for opening the bagages for the items if they are properly packed.How can they decide whether it is well packed or bad packing. You need an expert at the X-Ray machine. This is ridiculous on the part of Airlines who ever may be, it is not acceptable to us at all. Either stop completely by all airlines or not. There should not be a special law only for the Jet Airways.

I have sent a message to our Chief Minister of Goa Mr. Digamber Kamat in this respect to intervene and help Goans to take the meat products at our convenience in domestic sector. I think he will have to contact the Jet staff and enquire whether this is done for all the customers or it happen only to one individual and may he will take up the matter with higher authorities in the Central Ministry.

I do not know whether others also are been checked , but if you want me to find out I can investigate at Dabolim airport as I have lots of Customs friends officers who will tell me what is happening at Dabolim on Jet Airways flight.

I was concerned for my cousin who has been put in very bad inconvenience.

I cannot answer any of these queries with a direct "Yes" or" No" but can only say I was shocked as a Passenger( 'so called GUEST") of Jet airways and a citizen of this country

1) this is not a one-off incident..but probably I maybe the only one to make a reaction to this incident..because I witnessed the airport- security also discarding packets into the bins.

2) as far as discrimination is concerned - I do not know what you mean.

3)My packets were labelled packets and " Vaccum" packed - COSTA'S Goa Pork Sausages -If you are from Goa, you will know what I am referring to.

and my fish Tins were Tuna in Oil, and the reason I had made these purchases were to further send it to my relative in Dubai and my sister in Australia.

So I completely refute this statement by Jet Airways.

4)I am describing the incident and telling the truth as to what happened to me in my own native land to my fellow-goans. It is up to them to decide and upto Jet-airways to introspect

their decision and the rationale behind, and thereby behave like all other airlines do.

I do not have the authority, I am not in politics and niether do I have a Fan club to impose a ban but having said that I do not wish any of my fellow goans to meet the kind of treatment that i had at the Dabolim-Airport.

i) I was'nt aware of any declaration done by Jet-airways...if so, I would not challenge it but would have chosen an alternate means (airlines)

ii) The rudeness displayed by the concerned Staff (the lady at the X-Ray machine) who blatantly told me to step aside from the line(after viewing my 3 baggages).

She called for Her assistant and made me overhaul my luggage one bag after another. First baggage contained the sausages (200gX15), second bag had the fish tins (6nos)and the third bag

contained Goa's black-joggery which she first claimed it to be raw-meat (on X-Ray machine) so she made me open and show it to her for confirmation.She however had no issues on the joggery.

I had to discard the sausages and the fish tins, re-pack all my bags and further more go through the X-ray machine again. Was I a criminal?, was I a terrorist?, was I carrying contraband? what was my fault? I am a tax paying citizen working in a prestigious Multi-National Company for 34 years and further more I had to hang my head down till I entered the Taxi at Santa-Cruz airport at Mumbai, We could feel the entire plane looking at us(we felt).Is this how they call us their guest?

So my friend, we (my spouse and I) did not want any publicity in this regard, but ultimately after 3 months and after seeing Annaji, I felt such atrocities should end.We goans

keep getting suppressed and remain silent and make a noise only when it comes to our necks and as a result others take advantage in making irresponsible laws in our Home-Towns - not anymore!

Tourist season has just started and the tourists are seen crowding at the D.Paula circle in full swing as we see several tourists buses and cars parking their vehicles on the roads. IT APPEARS THAT THIS YEAR THE CROWD IS ON THE INCREASE.

It seems, that they come to see the D.Paula Jetty only and there is nothing else to see. It is really a mad rush which the traffic police are unable to control the crowd. First of all, D.Paula has no Bus stand, all these buses/cars (about 500), are seen parked everyday just on the roadside, and all the time the traffic is found blocked. It is really chaos at D.Paula. Residents at D.Paula are the most sufferers. When the Governor wants to go out, the D.Paula outpost police station get the notice well in advance and the road is cleared for him.

I am predicting from November onwards the residents of D.Paula will not be able to take their vehicles on these roads; they may have to keep their vehicles at home. The three traffic policemen on duty today (Sunday,30thOct), were seen exhausted after regulating the traffic of tourists buses and their private cars. To add into this, there are always 3 to 4 junk vehicles left just outside the Police station and the road is always found in mess.

The Commissioner of the City of Panjim (CCP) seems to wrongly address the problems faced by the residents of Panjim. Initially 80 lakhs were spent on a bio-digester in 2008 and the junk of the bio-digester is still lying idle at Patto.

While the then Commissioner of Panjim Municipality, and the then Mayor, along with their engineers in solid waste management ripping harvest in the form of commission.

Similarly I have alerted recently the people, that the foot over bridge at Miramar which is coming up for the students of Sharda Mandir is a racket, wherein advertisement will be displayed on the bridge for the benefit of big companies/industries and instead of helping the children, it will cause accidents among motorists as well as pedestrians.

Now, Patricia Pinto who is in-charge of solid waste management who was responsible and also Bio digester scam is going to add the CCP history of scams by ordering the Organic Garbage Waste Converter (OGWC) from Pune.

I, as a scientist visiting Pune often for my personal work, that the OGWC would not function in Goa and add to the junk of Garbage Mismanagement while Panjim requires is state of the art solid waste management plant for which DPR (Detailed Project Report) was prepared by Tetra Tech, New Delhi. The funds from JNNURM were freely available to the CCP at that time, but why CCP administration is continuing garbage mismanagement allegedly for the sake of commission is not desirable and the people of Panjim are sleeping while Scientists are shouting for proper garbage management plant.

Everyone is giving deaf ears and wasting public money.

In Mala, all the Diwali banners were removed by CCP authorities except one which belongs to ruling ward corporator of ward No 17 which was left untouched.

Why the CCP adopted different standards? It should have been uniformly implemented.

In fact there are plenty of different kinds of banners/advertisement boards in whole of Panjim city and the CCP is yet to take steps for removal of these illegal advertisement boards/banners.

I understand from the reliable sources in the CCP itself, that there are plans to give permission to big industries/ companies to install advertising boards on the newly constructed steel fly over near Sharada Mandir School, Miramar.

Lot of hot air has been vented over the issue of illegal mining in Goa. The Aam Admi of this territory, with his extremely short memory seems satisfied or is overwhelmed, that a section of print media is going hammer and tongs against the activities of illegal mining in the State.

The people of Goa do not seem to realize that the "fake encounters" against mining, resorted by the section of the Goan press is directed towards promotion of their own vested interest rather than illegal mining. The double talk and the double standards of journalists, who blow hot and blow cold over mining activities destroying Goa is very conspicuous and clear. Not long ago a news paper celebrated its anniversary. The "issue" containing advertisements, running in several lakhs was released. Nearly all the advertisements, contained were from the notoriously famous steel rolling mills and almost all the power guzzling and polluting industries discharging arsenic, nickel, chromium and other hazardous wastes. Besides releasing toxic fumes and gases such as carbon mono oxides and nitrous acids, dubiously generated iron ore is a raw material in pig iron plants.

We in Goa are used to "thieves" shouting "thief" to distract the attention and divert the minds of the gullible Goans against the "corrupt" associated with the print media. In Goa a section of print media seem to hunt with the wolf and pretend to run with the hare. How can you trust a journalist or a news paper, when it cries foul against illegal mining on one page and fills up the re4st all other pages with advertisements from industries, which survive totally on, illegal iron ore exported or sold from the State of Goa.

The people of Goa must wake up to reality of the press taking the locals for a ride. We must understand clearly that all: " so called" legally extracted iron ore is exported from Goa; as it fetches a price " twenty times" what is paid by the domestic consumers. It is therefore imperative that the local consumers of iron ore, are these polluting steel mills, which also utilize scraps and ores supplied by the illegal mining and mineral trade.

The low value steel and pig iron plants in Goa, are ever too happy a section of the press happy, as long as do not publish and print all their illegalities and irregularities. The damage done by power guzzling, air and soil polluting steel rolling mills in "Goan Industrial states" especially around Cuncolim is hundred fold" more than the illegal mining taking place and the export of ores thereof from Goa.

The double face and the double voices by those in the print media need to be taken by their face value.

No doubt in Goa, casino owners land sharks. Fraudulent industrial giants and users of iron ore procured both by fair and foul means; seem to be the milking cow for the section of print media, whose pages are adorned by ambitious as well as generous advertisement releases from polluting industries.

Come on Goans, you need to wake up and nail down "black sheep" in the print media too, parasitizing on the vital fabric of the economy of our society. It is acceptable and right for Goans to understand and fight against corrupt politicians, bureaucrats and their associates. However, it is more prudent to fight against the wolves in sheep clothing, who are back stabbing Goans by squinting vision and diverting it from the main polluters and parasites.

The steel mills, or the sharks destroying Goa through land conversions, who adorn pages of select newspapers must not distract us.

Unfortunately, a section of the Goan press has become vulnerable. In this state Goans should not be aghast when I assert that "paid news" advertorials is today the order of the day and is taken as a means of revenue generation. "What owners of news paper need to unearthen is that "journalists" exists in Goa, who charge fees of around rupees forty thousand to ensure a interview, to a prospective political candidate willing to shell out the money for publicity", said senior journalist Ashley Rosario. This money does not reach the coffers of the news paper but in the pockets of these shady journalists. No doubt news papers in Goa have less of genuine news and more of fake publicity and witch hunting views.

We talk about corruption and the need to curb the menace of corruption in all walks of life and it should include the press too. Only attacking the politicians in power, will not solve the problems of corruption as this cancer is eating into our society and the fabric of our nation. The four pillars of democracy are crumpling in India

Cracks on Zuari Bridge

The Herald report ( 17 October 2011) was accompanied with a picture of a crack on the Zuari bridge. The PWD engineers appear to be helpless to comment on this and on the contrary, they feel that the crack could be from the surface which will be filled up by them.

They stated that only experts will be able to give a proper answer.

My point is once the crack is filled by PWD engineers, there will be no clue for the experts to understand the position of the bridge, whether major repairs were needed or not. In that case, the pier of the bridge will succumb at any time, if these cracks are deeper.

Since this is a serious issue, the PWD should avoid filling up these cracks until the experts see the outcome for further major repairs, if needed. They should not meddle if they are not experts.

Dear friends/ Editors

I confirm that this incident has taken place in Dabolim airport on Jet Airways during the checks at their counter . They have objected about these meat products , including sausages not to carry to Mumbai on domestic routes. The person who has travel is Marcus Moraes and his wife , they are my relatives/cousins and I assure that this has taken place in Dabolim Goa.

This airline Jet Airways should be banned in Goa and no Goan should fly in this Airlines please.

Can the Govt. of Goa take this matter with the Airlines and ask for explanation, under what rules this product is banned.

I take this opportunity to request the local newspapers to publish this incident taken place and I am ready for any consequences if they deny that incident.

PANJIM: In a recent development that is brought to the notice of Niz Goenkar, Jet Airways has banned carrying of all meat and fish products in its check-in or hand carry luggage. One of the Goan passenger who travelled by Jet Airways recently was denied carrying of Goan sausages in his check-in luggage at the baggage screening point. On enquiring, he was told about the policy of the airline which is also provided in writing by the Guest Relations Executive Tania Ferreira from the Corporate Office in Bombay.

The statement reads thus "It is with regret we note your unpleasant experience at Goa airport. Please allow me to mention here that effective June 27th, 2011, there has been a policy revision wherein carriage of fish, crab, sea food, meat and poultry products will be prohibited as check-in baggage". Jet Airways also provided a web link where it has mentioned the same at http://www.jetairways.com/EN/IN/Baggage/CheckedBaggage.aspx

Goans travelling by Jet Airways within India or abroad must now think twice before booking the flight if they really want to travel without the Goan delicacy for the love of the airline or choose another airline for the love of Goan sausages, parra, prawns pickle, etc. Rest of the airlines has no such restrictions in or from India as the same passenger travelled by Indigo Airlines just days before with packs of sausages in his check-in luggage from Goa.

Niz Goenkar estimates that most of the Goans carry the Goan sausages for their friends and families within India and abroad unless restricted in some countries. With this policy of Jet Airways, it is surely going to lose a big chunk of Goan business not just from Goans but other passengers too who love taking Goan sausages to enjoy a bite.

At bookings, the airline does not reveal it's hidden policy neither some of their own offices or travel agents are aware of the same. If anyone wants to confirm the same, they may call Tel: +912261212300 or write to guestrelations@jetairways.com and obtain a written policy before you dump your packs of sausages or other meat and fish products at the airport bins.

Excellency,

The Town and Country Planning Department is probably the only department that does not have its website. The reasons are obvious, and best known to the persons concerned.

Being a key department of the Government of Goa, this department should have a functional website. This aspect is particularly important as, for example, the Regional Plan of Goa 2021 have been finalized. If these are not loaded on the respective website, nobody will have access to it. Please note that it is not possible for each individual to visit the TCP office.

If senior officers like us are unable to view maps meant for the public, what will be the fate of the common man? I have tried to tackle this issue several times before - nobody ever bothered. I therefore chose to approach the highest office in Goa - the office of the Governor. This mail is copied to the Chief Minister of Goa so that he can intervene, and also the Editor of Herald, for his help.

I request you Sir, to kindly look into the matter, and instruct the TCP officials to upload all the plans or maps on their website for the benefit of the people in general. That is what e-governence is all about.

ILLEGAL MINING DESTROYING GOA

The Government of Goa has come out with a State Forest Policy the draft of which was circulated amongst the people inviting observations, before the actual policy on forest is accepted by the state government in its final form, perhaps by this year end.
The 450 comments and suggestions were offered by public in general, and were well received by the bureaucracy too. Efforts to ensure that no blackmail or sabotage by the all powerful illegal mining or the ill planned tourism lobbies, out to destroy our forest in the garb of development was sought to be nipped in the bud.
The invaluable suggestions received from the concerned citizens of Goa would be incorporate in the draft thus making the stake holders aware and also accountable in the 'Integrated Forest Policy'.
While Goa Government is in labour over the birth of "The Goa Forest Policy-2011" let us address the issues and concerns of Goans, directed towards "Holistic and Sustainable Development" of the state of Goa
The National Forest Policy of India was announced in 1988 and the various states of the country were requested to come on board and adhere to the document which for the first time spelt the need for social forestry, ecological biodiversity promotion and conservation of genetic pool in the wild with human interaction in a symbolic relationship.
Goa presently has 1,224 sq kilometers of forests which is about 32% of the geographic area of the state. Besides, Goa is understood to have 1,200 sq kilometer of private forests, which today are the most vulnerable regions amenable for rampant destruction and indiscriminate mining, capable of topsy-turving the entire sustainable development of our state.
Although the Sawant Committee initiated the identification of private forests in 1996, the incomplete document was taken up by the Karapurkar Committee and this document is still to reach its finality, as vested interest groups have worked very hard to see that the good work done by Sawant and Karapurkar over the years, does not allow our private forests acquire protection, as seen in the forests under the state Government.
Nevertheless it is with dismay and great sense of sorrow, we must accept in the last decade while ministers from the DMK, whether it be T.R Baalu or the ill famous A. Raja involved in the 2 –G telecom scam, while they were in charge of Department of Environment and Forests Government of India, granted numerous licenses in forest areas thus placing in quandary the conservation of our precious ecology in the state.
As a Director myself of Goa Forest Development Corporation, I am aghast to inform, that large tracks of land belonging to the GFDC at Peddamol, today stands raped and degraded by an outstation mining firm M/S Magnum Mining Pvt Ltd under a lease granted and renewed to one Ajit Kudnekar under T.C No 75/52 in Rivona Taluka. The loss to Goa Forest Development Corporation is estimated as a meager ` 49, 48,160/- only as per conservative estimate of GFDC. Kushavati River is immeasurable and for eternity.
Annually GFDC used to earn in lakhs through the auction of cashew fruits and nuts which are today gone for ever. Could the Government of Goa institute a Vigilance or Criminal Inquiry as to how a land under lease to GFDC was sub leased and allowed to be plundered by a mining firm with the full knowledge of the central and state Governmental agencies? This negligence of leaving our forest, battared, tattered and shattered by greedy administration in collusion with the mining demon, is a bane to the Goan society.
It is an act of dismay that both the agencies at the Central and the state responsible for granting lease to a mining company behaved as sterile, powerless force shifting blame. The Goa Forest Department claims that Government of India has cleared the mining lease, while DMK ministers in UPA government were in control of Environment and Mining and the GFDC moans that it has no power to protect their land under lease. Shifting blame is that order of the Day. It is sad and distressing that ecologists and scientists bemoan that Gen Jacob as Governor was required to save what is left in our Forests in Goa. Wishful thinking day dreams fly. Legal or otherwise, mining is destroying our water table, our agriculture and adversely affecting the health of our society.
Despite the best efforts of the forest officials, illegal mining continues unabatedly in private forests mainly in Sattari, Rivona, Quepem, Bicholim and Sanguem talukas, with over 45 illegal iron ore leases functioning in the state. Today the illegal mining lobby which has destroyed agriculture, fisheries, forest wealth and ushered respiratory and skin diseases and even has black mailed and subjugated villagers in the mining belt. Villagers in the mining belt were crying foul twenty years ago as their rice fields were destroyed by mining rejects. Today illegal mining companies have created dubious jobs of ore-traders, barge transporters of iron ore, truck drivers as well as owners of truck carrying heavy loads of iron ore from the mining site to their destination. These supplementary activities have resulted in over 3000 crores of rupees loss to the exchequer of Goa State, as millions of tonnes of iron ore are extracted, thus ruining the "Water reservoirs" in the mining belt and in the Western Ghats. The social costs of mining would have permanent adverse effects of water deficiencies, monsoon flooding, agriculture scarcities and proliferation of skin, respiratory and physiological aliments.
It is time for Filipe Neri Rodrigues to ensure sustained development of Goa, where Goans scientific experts would join hands with the local forest officials. Together we must fight the challenges of Central Governmental officials and ministers, who in the garb of "so called" national interest promote the rape and destruction of our forests as well as our mineral wealth. Goa is only a 3702 sq. km in area, with very limited water and power resources, required to maintain civilizations to come in the future. Will Fillip Neri Rodrigues respond positively, only time will tell, as the shrewd vested interest group controlling mining are out to suffocate and degrade Goa at any cost. The Forest Conservation Act, 1980 and the National Forest Policy 1988 makes it mandatory upon the mining lobby to undertake alternate afforestation in lieu of areas damaged by mining. Restoration and Rehabilitation of areas after mining is vital. However in Goa alternate afforestation by mining firms is symbolic or absent. The recent reports that the state Government has returned the sum of 64 lakhs meant for National afforestation programme to the Central Government is disturbing. It is time for us to act fast with a vision and a focus. Forest is important for our very survival and we all must endeavour to protect them. We must nip in the bud, the menance of illegal mining before it grows further to suffocated us. I have fought the curse of unscientific mining for the last 30 years, without success, as the Goan Society is yet to wake up to understand the implication of rampant and permanent loss to Goa by mining.

ZUARI BRIDGE LIFE APPEARS TO BE SHORT?

Herald reported yesterday's paper (dt.17.10.2011) , with photograph of a crack of Zuari Bridge. The PWD engineers appears to be helpless to comment on this and in the contrary they feel that the crack could be from surface and they are likely to fill up this crack and said that only experts will be able to give a proper answer.

My point is once this crack is filled by PWD engineers, there will be no clue for the experts to understand the position of bridge whether major repairs were needed or not. In that case, this pier of the Bridge will succumb at any time if these cracks are deeper.

Since this is a serious issue, the PWD should avoid filling up these cracks until the experts see the outcome for further major repairs if needed.

They should not meddle if they are not experts.

GOVT.OF INDIA NEEDS TO PLAN A SPECIAL JAIL FOR POLITICIANS/ Upgrading of jail rooms in the country for politicians.

Just recently on 15^th October 2011, the former Chief Minister of Karnataka Mr. B.S. Yeddyuarappa known as "Yeddi", has been lodged in judicial custody by Lokayukta judge, and he has been lodged in room size of 20ft x 14 ft in Bangalore Central prison on land grab case. He has surrendered despite being unwell. The room is having attached toilet, TV and medium cot where he stayed in jail.

He was permitted to get cooked food which was brought by his daughter. Since such episodes are often taking place, whatever could be the reasons, the modus operand of these prisoners are immediately taking shelter in Hospitals, either from Hypertension, backache, heart problems and other major illnesses etc. For all these reasons the Court can never come on their way and object going for medical check up as it may lead into severe repercussions in case the victim dies. There is no law for such things to stop such malpractices and that is the reason everybody takes the shelter going to Hospital and getting them admitted. Once they are taken to Hospital the Doctors also do not take any responsibility, even if they appear to be fit and healthy and still further medical check ups and laboratory investigations including CT scan, X-Rays, cardiac tests are been prescribed for diagnosis and accordingly they been admitted to ward or Intensive care unit (ICU), for observation or treatment.

We have been seeing such incidents nowadays very often, in all the states of India including Goa and that it has become nowadays a common phenomena, escaping jail.

Once they have been taken to jail you never know what kind of treatment these people may get inside the jail, whether it is illegal or legal they are been given permission to use their mobile phones, change of personal clothing brought from home, including bed sheets, good looking pyjamas, good cooked food from home and sometimes sponsored food from friends or business men.

In certain jails, have been provided with all the amenities like TV, DVD player, cigarettes, drinks and books/magazines of their choice.

What I would like to impress upon the court such kind of treatment meted to these prisoners who have looted the country in mining or other criminal activities, they should deserve jail rooms of same status, whether he is a Chief Minister, or any type of Ministerial level or even a great businessmen. The Parliament and the Court should come with a law and make a special Jail for politicians, with a medical check-up inside the jail or a jail rooms in the Govt. Hospital itself, with a guard on duty supervised by an police officer at least in the rank of Asst.Inspector.

If the convict is disappeared from the jail than the duty officer from jail and the police should be dismissed and not transferred or suspended as many times such situations have taken place in Goa.

The newly appointed IGP Mr. Singh, Chief Secretary and the Home Minister and the Government should take note of this suggestion and request to implement in this state of Goa.

Get rid of the junk

It is high time that the Goa Education Department takes steps to change the way school children eat in schools and colleges.

At long last, the Delhi High Court asked the Union government to prepare a road map to permanently ban junk food from canteens.

In the past also many individuals and organizations in Goa have tried to raise public awareness about the harmful effects of junk food, especially on growing children. Parents also have been worried about the health hazards posed by junk food in schools across the state. Unfortunately, whatever arrangements have been made by the Education Board to supply meals at schools has been just lip service.

What's different now? The current activity is in response to a PIL filed earlier this year by an NGO seeking a ban on the sale of junk food and carbonated drinks within a 1,500 feet radius of schools.

Now we hear that the Union health and family welfare ministry has sought guidelines to be framed to serve health food like dal, roti and sprouts and other items as suggested by dieticians in schools and colleges instead of greasy burgers and pizzas. Fizzy drinks like colas are also on the hit list.

It's high time that the Goa Education Department pulls up its socks and takes steps accordingly. Banning sale of junk food within a 1,500 feet radius outside schools may be beyond its powers, but surely, instead of waiting for directives, it should take effective steps to ensure that the sale and supply of junk food is banned inside educational institutes.

Under the Prevention of Food Adulteration Act any food that has poor nutritional value is considered unhealthy. And certainly, any food item that has empty calories, is responsible for obesity, cavity, diabetes, heart diseases and chronic degenerative diseases, is not going to be good for you. This food cannot be considered good for the consumption for children and deserves the term ' junk' food.

Besides the admittedly bad effects of eating junk food, one other effect is that takes away a child's appetite for nutritious food. If steps are not taken to curb this evil, consumption of junk food will surely damage the health of our children and impact their growth.

There is no point teaching children about good nutrition in the classroom, and then providing them with junk food when they step out. Continually making junk food available to them is a mockery.

I expect that the court and Government together, will take firm steps in this direction to give a major boost to the drive for good health for our children.

PAC Report on Illegal Mining

THE people of Goa saw for themselves how the Speaker, Mr Pratapsing Rane refused to allow the report of the Public Accounts Committee (PAC) to be tabled in the state Assembly last week. This decision taken by the Speaker was probably meant to safeguard the interest of his colleagues in the Congress. Another step taken by him was to immediately replace the chairman of the Public Accounts Committee. It is now reported that the ousted chairman and Leader of Opposition, Mr Manohar Parrikar has decided to bring out his own report, the 'Parrikar Accounts Committee', which he claims will have detailed investigation into the illegal mining scam, along with documents. This report could perhaps prove handy, not only to the Shah Commission, but also to Team Anna and other investigating agencies.

People of Goa have watched on their screen the whole tamasha which was going on in the Goa assembly recently, where the Speaker Pratapsing Rane have failed to accept the Public Accounts Committee (PAC), which was tabled by the Chairman of the PAC committee.

This decision taken by the Speaker, was just to safeguard the interest of his Congress colleagues politicians who are involved in the mining loot in the state of Goa. And again another step taken by him immediately was replacing PAC Chairman to an another person from the BJP rank of lower status of intelligence, who perhaps is likely to be grabbed into the Congress.

Parrikar being a shrewed politician, has decided to bring it out his own report now, calling it as "Parrikar Accounts Committee" (PAC), which he will be tabling on the people's hand. Since he has documentary proofs to expose all those involved on illegal mining and rampant extraction of mines carried out by the Congress politicians in Goa, I am sure he will be successful.

This report could be perhaps handy, not only to Shaa commission but also to the Team Ana Hazare and other investigating agencies.

I understand, that the Team Ana have already started their mission asking people not to vote for the Congress, which will certainly reach Goa soon and perhaps this Parrikar Accounts Committee Report could be handy to them as supporting evidence, if they wish to accept it.

As per the administrative procedure, any the document is called draft when the Chairman does not sign it. Hence the Speaker, Mr Pratapsing Rane cannot say that it is a "draft". Whether the Speaker approves or not, it is absolutely a different question, but he has to accept it since the PAC Chairman, Mr Manohar Parrikar has put his signature. However, the problem lies with the PAC Chairman who should not have signed the report since the majority of his members have not approved it as they needed time to go through the report. The PAC Chairman could have very well circulated the report well in advance and taken signatures of members on the draft, and then presented the report to the Speaker. Now since this matter was most urgent, in the interest of the state, the Speaker could have considered the PAC report after deliberation in the House which he has not done.

It is high time that the Goa Education Department takes the steps to change the way school children eat at schools and colleges. At long last, on Wednesday, the Delhi High Court asked the Union Government to prepare a road map to permanently ban junk food from canteens.

In the past also, many individuals and organizations in Goa have tried to raise public awareness about the harmful effects of junk food, especially on growing children. Parents also have been worried about the health hazards posed by junk food in schools across the state. Providing nutritious food at home is useless when the child can eat junk food at school. Unfortunately, whatever arrangements have been made by the Education Board to supply meals at schools, has been just lip service.

What's different now?

The current activity is in response to a PIL filed earlier this year by an NGO seeking a ban on the sale of junk food and carbonated drinks within a 1,500 feet radius of schools.

There is no point teaching children about good nutrition in the classroom, and then providing them with junk food when they step out. Continually making junk food available to them is a mockery.

I expect that the court and Government together, will take firm steps in this direction to give a major boost to the drive for good health for our children.

It is high time that the Goa Education Department takes the steps to change the way school children eat at schools and colleges. The Government should take effective steps to ensure that the sale and supply of junk food near educational institutes is banned, whatever arrangements is made by the Education Board to supply meals at the schools is just a lip service as the parents are worried at the health hazards posed by junk food in schools across the state. The government should prepare a road map to permanently ban it from canteens. The court should ensure and look for the concrete steps that kids were safe from this menace.

May be, the Goa Education Department to stickily sought for the guidelines to be framed to serve healthy food like dal, roti and sprouts and other items as suggested by dieticians in schools and colleges instead of greasy burgers and pizzas etc. Also apparently the cold drinks like coca-cola, pepsi etc may also be banned.

If these steps are not taken early the harmful effects of consumption of junk foods will surely damage the health of the children growth.

Under the Prevention of Food Adulteration Act any food that has poor nutritional value is considered unhealthy. And food item that has empty calories, is responsible for obesity, cavity, diabetes, heart diseases and chronic degenerative diseases with hypertension, obesity, cardiovascular disorders and glucose intolerance. This junk food cannot be considered good for the consumption for children.

Now, it is high time, we change the way kids eat in schools, while children were taught in classrooms about good nutrition, they continued to make junk food available to them.

I expect that the court will step in this direction to give a major boost to drive for good health of our children.

CLP or CM Post is it a lucrative post?

Today's (5.10.2011) news which appeared in one of the dailies that there are contestants for the post of CLP and CM if the Congress High Command approves it. This could be on account of mounting pressure for the change of leadership in view of gross violation on mining rules and heavy scam.

If the High Command decides to make changes by selecting a person of low qualifications, I am afraid the situation might get worst. It is not a joke to run the organization/state nowadays without proper qualifications and loyalty/sincerity for the party.

Hopefully the High Command does a proper home work before taking such decisions.

Political gimmicks

In 2002 Rajesh Patnekar said that he prefers to quit politics rather than shifting to another party, from the BJP. In 2011, he decides to join Congress for development of his constituency.

This shows that he is a flexible person and not having his own principles and accordingly decides to jump. This is not an healthy move, jumping like a frog from one party to an another party, which nowadays most of politicians are doing. There are good chances that the BJP comes back in power and that once again he may prefer to jump back to his old party. These kind of gimmicks are seen very frequently nowadays, with most politicians engaging in these kind of acts only for their personal gains rather than in the interest of their constituencies.

Goa Lokayukta

THIS is in reference to the recent news items which state that former Supreme Court judge and member of Jan Lokpal drafting committee, Mr Santosh Hegde feels that Goa should go ahead with the present draft of the Goa Lokayukta Bill, 2003, rather than working on a fresh draft as it will take at least two years. He further states that, "All that's needed are a few changes." Yes, it is advisable that the old bill as suggested by him, may be introduced immediately. In the meantime, a newly drafted 2011 version of the bill may be put up in the Assembly for deliberation. Once this is approved, the old bill may automatically stand cancelled.

NOTIFYING LOKAYUKTA BILL 2003 OR 2011?

This is in reference to the news item from Herald dt 26.9.2011 titled " Notify 2003 version of Lokayukta bill: Hegde", that the former Supreme Court Judge and member of Jan Lokpal drafting committee, Mr. Hegde feels that the new drafted bill 2011 version should not be placed in the forthcoming assembly because it will take 2 more years to have it, rather than it is advisable that the Bill 2003 with suitable corrections may get it passed through Governor's ordinance even the assembly is not in session.

Now the people's feelings; if such a well drafted bill 2011 is made to remain silent and the old bill is introduced, will have certain repercussions even though some corrections are made. In that case, a new bill 2011 will remain invalid. Therefore it is advisable that the old bill as suggested by him, may be introduced immediately and wait for some more years, vis -a –vis a new drafted bill of 2011 version to be put up in the assembly for deliberation and if approved the old bill shall automatically stands cancelled.

Hot mixing of Goa's roads

No one will deny that the Goan roads are in a dilapidated condition, and the capital city of Goa – Panjim – is no exception.

There is no road in the city that is bereft of potholes and PWD is waiting for the monsoons to withdraw, to commence the hot mixing drive. This is a continuous process of tendering of very low quality mixture which is generally allotted to a particular contractor of their own choice, so that the concerned government PWD officials and the minister can be benefited.

The most lucrative are the motor mechanic repair garages, tyre puncture shops, tyre dealers, vehicles washing garages and spare parts shops. Earlier, this situation was not so bad, when vehicles lasted for more than 15 years, whereas nowadays, people have been changing their vehicles, within 2- 3 years.

Another important aspect of tendering where PWD is at fault, is that they never specify in the tender specification that the old asphalting layer thickness needs to be scraped off and removed, with the result that the level of road keeps increasing with tarring being done on existing asphalting and it wont be long when it will be on par with the pavement and housing flooring. If this trend continuous, surely the rain water stagnation will run into the residential Aam Admi's old housing and they will be the immediate sufferers.

ANA'S FEVER IS GONE?

Today ( 8.9.2011), after I read a letter by Mr. Ayres Sequeira, Salvador do Mundo, in one of the local newspaper that the PWD takes kickbacks for road repairs tender, it reminds me to add another two incidents just recently one from CCP and another from the Health Department.

The CCP tender for their vehicles repairs are been entrusted to a garage at St Ines "Sibli Garage" run by a Keralite much before the then CCP Commissioner and Mayor were in power and that they still manages to get the tender all the time by giving them kickbacks from top to down including the accounts section to pass their bills. This I came across when I gave my vehicle for washing in this garage. (Attached is the photo of CCP vehicle given for repairs in this garage).

A second incident which I came across from reliable sources, that to get a post for the nursing in Health Dept and Goa Medical College, Bambolim which have been advertised recently, a poor Goan has to pay kickbacks not less than 5 lacks.

The Anna Hazare movement is over and that the corruption still exists and it is back to square one. It reminds me a Konkani idiom "Tanchim zempdi vancddi ti, pipepan ghatlea shivar sarki ubhi zaunchi nam", i.e "If you put their tail in a pipe it will never become straight."

Dear Michael,

I feel whatever this mail of yours sent as FORWARD to me, has some meaning and appears to be true at great extent but there are some few doctors who are really faithful and I am proud of them. Many of them in Goa are still been carrying out such malpractices. Can't help it. This is India and corruption is at the extreme , only Ana Hazare can take up this matter and enter into his future plans to get read of this corruption and punish those guilty ones and the bad Hospitals for closure.

I have some thing interesting to add into this episode:

When I went for my operation at the Apollo Hospital, Margao-Goa, for heart By-pass surgery, I have found not even one doctor was MBBS on night duties, they have been hired either non-allopatic doctors like Ayurveda,Homoeopathic and other types of unqualified medicines from Shiroda College, and Kerala state who are been appointed. They did not have any knowledge of this kind of surgery, they were just carrying out their duties like nurses from the local remote control, and also the actual nursing staff also was hired from other state specially from Kerala. Goan nurses are no where seen at the Apollo.Language was a problem for me because their English was so bad and I could not converse with them in Malayam.

The surgeon who has operated on me comes from KLE-Belgaum with his team also from the same KLE Hospital. Once the operation is performed their duties are over and you will never see them at least for another week, even if you are at emergency nothing can be done, since they leave the Hospital once the surgery is completed. Then the Apollo usual doctors take it over and they do not know what to do in emergency if it comes because there is no continuity of the case once the surgery is done, You are at the mercy of LORD. GOD only should help you at that time. A specialist from Apollo will never be seen at your bed, EVEN IF YOU ARE SERIOUS but he will pass on the prescription over the phone to these non-qualified doctors to administer injection of all kind of IV injections and if you are lucky then you are safe or else you are dead. This was my experience at the Apollo Hospital Margao run by so called Mr.Albuquerque.(From Alcon's )

Another very interesting thing was that I was admitted for BY-Pass surgery because Dr. Dixit from Belgaum who is renowned surgeon was coming every week from Belgaum but to my surprise he failed to come on that day, and I was asked to be ready for operation with one unknown local surgeon because Dr. Dixit cancelled his schedule of operation at the Apollo Hospital on that day, and when I came to know that, I decided to leave the Hospital and went home even though my chest is shaved. and administered an IV injection prior to operation. Then I was persuaded to stay but I decided to leave the Hospital. My surgery was performed in the next week after I have requested with the Owner of the Hospital Mr. Albuquerque over the phone and when he has convinced and told me that Dr. Dixit will surely perform the operation in next week and I was asked to get admission once again. This was my fate at that time and may be "GOD' only helped me for all these atrocities been committed by this great Hospital.

I was supposed to blow it up in the Press but I remained silent as I was not sure when I had to go again for follow up and fall into another problems.

There are more things to add specially in billing is concerned, lots of corruption in our Goa Hospitals and consulting clinics, but only Anna Hazare can only clean up this whole mess in Goa.

How Indian Doctors Loot Patients.

Most of these observations are either completely or partially true.Corruption has many names, and one of civil society isn't innocent
either. Professionals and businessmen of various sorts indulge in unscrupulous practices. I recently had a chat with some doctors,
surgeons and owners of nursing homes about the tricks of their trade.Here is what they said

1)      40-60% kickbacks for lab tests. When a doctor (whether family doctor / general physician, consultant or surgeon) prescribes tests - pathology, radiology, X-rays, MRIs etc. - the laboratory conducting those tests gives commissions. In South and Central Mumbai -- 40%. In the suburbs north of Bandra -- a whopping 60 per cent! He probably earns a lot more in this way than the consulting fees that you pay.

2) 30-40% for referring to consultants, specialists & surgeons. When your friendly GP refers you to a specialist or surgeon, he gets 30-40%.

3) 30-40% of total hospital charges. If the GP or consultant recommends hospitalization, he will receive kickback from the private nursing home as a percentage of all charges including ICU, bed, nursing care, surgery.

4) Sink tests. Some tests prescribed by doctors are not needed. They are there to inflate bills and commissions. The pathology lab understands what is unnecessary. These are called "sink tests"; blood, urine, stool samples collected will be thrown.

5)      Admitting the patient to "keep him under observation". People go to cardiologists feeling unwell and anxious. Most of them aren't really having a heart attack, and cardiologists and family doctors are well aware of this. They admit such safe patients, put them on a saline drip with mild sedation, and send them home after 3-4 days after charging them a fat amount for ICU, bed charges, visiting doctors fees.

6)      ICU minus intensive care. Nursing homes all over the suburbs are run by doctor couples or as one-man-shows. In such places, nurses and ward boys are 10th class drop-outs in ill-fitting uniforms and bare feet. These "nurses" sit at the reception counter, give injections and saline drips, perform ECGs, apply dressings and change bandages, and assist in the operation theatre. At night, they even sit outside the Intensive Care Units; there is no resident doctor. In case of a crisis, the doctor -- who usually lives in the same building -- will turn up after 20 minutes, after this nurse calls him. Such ICUs admit safe patients to fill up beds. Genuine patients who require emergency care are sent elsewhere to hospitals having a Resident Medical Officer (RMO) round-the-clock.

7)      Unnecessary caesarean surgeries and hysterectomies. Many surgical procedures are done to keep the cash register ringing.
Caesarean deliveries and hysterectomy (removal of uterus) are high on the list. While the woman with labour -pains is screaming and panicking, the obstetrician who gently suggests that caesarean is best seems like an angel sent by God! Menopausal women experience bodily changes that make them nervous and gullible. They can be frightened by words like " and "fibroids" that are in almost every normal woman's radiology reports. When a gynaecologist gently suggests womb removal "as a precaution", most women and their husbands agree without a second's thought.

8) Cosmetic surgery advertized through newspapers. Liposuction and plastic surgery are not minor procedures. Some are life-threateningly major. But advertisements make them appear as easy as facials and waxing. The Indian medical council has strict rules against such misrepresentation. But nobody is interested in taking action.

9)       Indirect kickbacks from doctors to prestigious hospitals. To be on the panel of a prestigious hospital, there is give-and-take involved. The hospital expects the doctor to refer many patients for hospital admission. If he fails to send a certain number of patients, he is quietly dumped. And so he likes to admit patients even when there is no need.

10) "Emergency surgery" on dead body. If a surgeon hurriedly wheels your patient from the Intensive Care Unit to the operation theater, refuses to let you go inside and see him, and wants your signature on the consent form for "an emergency operation to save his life", it is likely that your patient is already dead. The "emergency operation" is for inflating the bill; if you agree for it, the surgeon will come out 15 minutes later and report that your patient died on the operation table. And then, when you take  delivery of the dead body, you will pay OT charges, anesthesiologist's charges, blah-blah-

Doctors are humans too. You can't trust them blindly. Please understand the difference.

Young surgeons and old ones. The young ones who are setting up nursing home etc. have heavy loans to settle. To pay back the loan, they have to perform as many operations as possible. Also, to build a reputation, they have to perform a large number of operations and develop their skills. So, at first, every case seems fit for cutting. But with age, experience and prosperity, many surgeons lose their taste for cutting, and stop recommending operations.

Physicians and surgeons. To a man with a hammer, every problem looks like a nail. Surgeons like to solve medical problems by cutting, just as physicians first seek solutions with drugs. So, if you take your medical problem to a surgeon first, the chances are that you will unnecessarily end up on the operation table. Instead, please go to an ordinary GP first

I am born and brought up in Mumbai for last fifty eight years. Believe me, corruption in Maharashtra is worse than that in Bihar . Look at all the politicians, Sharad Pawar, Chagan Bhujbal, Narayan Rane, Bal Thackray , Gopinath Munde, Raj Thackray, Vilasrao Deshmukh all are rolling in money. Vilasrao Deshmukh is one of the worst Chief ministers I have seen. His only business is to increase the FSI every other day, make money and send it to Delhi , so Congress can fight next election. Now the clown has found new way and will increase FSI for fishermen, so they can build concrete houses right on sea shore. Next time terrorists can comfortably live in those houses, enjoy the beauty of the sea and then attack our Mumbai at their will.
Recently, I had to purchase a house in Mumbai. I met about two dozen builders. Everybody wanted about 30 to 40% in black. A common person like me knows this and with all your intelligence agency & CBI, you and your finance ministers are not aware of it. Where all the black money goes? To the underworld, isn't it? Our politicians take help of these goondas to vacate people by force. I myself was victim of it. If you have time please come to me, I will tell you everything..

If this has been a land of fools, idiots, then I would not have ever cared to write to you this letter. Just see the tragedy. On one side we are reaching moon, people are so intelligent; and on the other side, you politicians irrespective of parties have converted nectar into deadly poison.I am everything - Hindu, Muslim, Christian, Scheduled Caste, OBC, Muslim OBC, Christian Scheduled Caste, and Creamy Scheduled Caste; only what I am not is INDIAN. You politicians have raped every part of Mother India by your policy of divide and rule.
Take example of our Former President Abdul Kalam. Such an intelligent person; such a fine human being. But you politician didn't even spare him and instead choose a worthless lady who had corruption charges and murder charges against her brother insignificant local polititian of Jalgaon WHO'S NAME ENTIRE COUNTRY HAD NOT HEARD BEFORE. Its simple logic your party just wanted a rubber stamp in the name of president. Imagine SHE IS SUPREME COMMANDER OF INDIA 'S THREE DEFENCE FORCES. What morale you will expect from our defence forces? Your party along with opposition joined hands, because politicians feel they are supreme and there is no place for a good person like Abdul Kalam.
Dear Mr Prime minister, you are one of the most intelligent person, a most learned person. Just wake up, be a real SARDAR. First and foremost, expose all selfish politicians. Ask Swiss banks to give names of all Indian account holders. Give reins of CBI to independent agency. Let them find wolves among us. There will be political upheaval, but that will be better than dance of death which we are witnessing every day. Just give us ambience where we can work honestly and without fear. Let there be rule of law. Everything else will be taken care of.
Choice is yours Mr. Prime Minister. Do you want to be lead by one person, or you want to lead the nation of 100 Crore people?

Dear Mr Prime Minister,

I am writing this to you as I always assumed, you were a decent man. I was waiting for your speech on August 15th, hoping you would somehow say something meaningful on corruption that would redeem your long silence.

Your speech was disappointing. What you said was inane and trite, while you held on to the tenet the corruption cannot be fought with hunger strikes. I think you did more to insult the Indian independence movement which fought through reason, fought through faith, fought through the reasonableness of the fast and the hunger strike. Hunger strikes do not threaten you. They only ask you to look deeper within your self. Gandhi fasted so that a society and the government could literally come back to its senses.

You, seen as a very timid man, Mr Prime Minister, you call on us to follow proper procedure. You seem to think politics is only a bit of table manners which does not allow people to object to what is allegedly served as food on the table. I think you are wrong Mr. Prime Minister and wrong in more ways than one. When you stood at Lal Qila, this time, one realized your goodness was not enough, because your goodness hides the arrogance and incompetence of your colleagues.

Think of Anna Hazare, Mr Prime Minister. He is another mild man like you and today he stands for the ideals the Congress has forgotten. Let me list them out- the dreams of honesty and idealism, the diligence that politics demands and the intelligence that morality requires.

For the young, Hazare represents the national movement today. He is a reminder of what the nation could have been. You are reminder of what the nation has become, a goodness that became timid as it fell prey to power. The sadness Mr Prime Minister is you should have protested. Mentioning tamely that you do not mind being under the scrutiny of the Lok Pal is not enough. Such coyness would be dismissed by your colleagues who know it is not meant for you but for Prime Ministers in waiting. You can still create history by joining Hazare.

One does not have to ask permission to fast. We do not need it. History and ethics do not ask permission from the inanity of politicians. Step down from power to be powerful again Mr Prime Minister. Join Hazare. Walk with the people. Dispense with blue turbaned technocrats and your conniving colleagues. They are forgettable anyway. Hazare has a sense of the lived past. He is showing the possibility of a cleaner future.

I am telling you all this Mr Prime Minister because someone must tell you that you have let down a generation that believed in you. Long years ago James Otis, the American politician, said, "No taxation without representation." Another great American, whose writings Gandhi thrived on talked of The Duty of Civil Disobedience. It is out of Thoreau's ideas that Gandhi wove his ideas of Satyagraha. Now Mr Prime Minister it is time to tell you "Representation without responsibility is corruption, Legislation without accountability is a farce."

You and the Congress have perpetuated this situation. It is time you accept that a legislator who breaks the law or connives so that others break it, cannot be above the law. He no longer represents the people. Corruption is an act of legislative betrayal. It hollows out the act of representation and destroys democracy.

Anna Hazare and his team will go on fast, the battle of JP Park will begin. Hazare's team has asked you and your government for permission for space. They have tried to dialogue with you and your cabinet colleagues. Mr Prime Minister, the role of dynasties is over and it is time that you recognize that no Prime Minister can be above the law.

I admit Hazare is a difficult man. I think there are many who feel he is overheating legislation by speeding it up. By prefabricating legislation you might actually be dis-institutionalizing the very processes you want to sustain. Maybe this is the point and it is a valid one. It is the kind of argument Aruna Roy and others might have made. But what deflates your view is your move to deny Hazare and the people the right to protest at Jantar Mantar.

To treat truth as a law and order problem is unforgivable Mr Prime Minister, to think that Section 144 can control the fight against corruption is the final irony of law, to use law against those fighting the lawless is the final sign of an empty regime. Arresting Hazare shows the emptiness of your colleagues. Forget 2G and 3G and all the other scams you slept through. When the ABC of democracy is taught, you and the Congress will appear anti- democratic and cowardly about your responsibility. Timidity becomes unforgivable at this moment in history.

As a citizen, I must protest, as a teacher and an academic I must state that you have violated the rules of dialogue and the norms of protest. I must accept that civil disobedience becomes the only alternative.

I wish there was a virtual Jantar Mantar and I am sure there soon will be. So at this virtual monument I, as a citizen, protest against your unlawful use of Section 144. It is not Hazare's battle. It is now the dream of every Indian to fight corruption and fight it with a courage and commitment your politics lacks. Not all of us will be in Delhi tomorrow but now at this virtual Jantar Mantar, this network as sacred space, let us openly say it is time to defy you and your regime. Corruption has to be fought and fought truthfully. You, Mr Prime Minister, have forgotten the difference between being correct and being true and even if you did, you seem to prefer the first.

Think of the symbolic contrast between morning and evening of Independence Day. At the Red Fort one saw the dull rituals of a tired state being enacted inanely. At Rajghat, a Khadi clad man sits waiting quietly in an act of prayer, silent in reflection as if waiting for a message from the Mahatma himself. The point is Mr Prime Minister that it is not your twenty two point riders that he has to answer. It is his questions about freedom that you must respond to. What according to the Government is freedom? Is election merely the increased circulation of corruption every five years.

There are moments when protest is a form of duty. When citizens realize that a government has abdicated its responsibility. So at this new Jantar Mantar I light my candle and send my SMS message of protest against a regime that denies the dream of the future. Civil disobedience is my right and now my duty. You give me no alternative, Mr Prime Minister. In arresting Hazare, you have made a mockery of democracy.

As a citizen who believes in the rule of law, as a democrat who believes in the necessity of governance and as an Indian who recognizes what history means, I stand by Hazare and what he fights for.
